Iran tries to calm Syria crisis as violence rages

BEIRUT (AP) ? As Syrian forces struggled to drive rebels from the country's largest city, the regime's key ally Iran tried Thursday to start an alternative political process to address the crisis.

Iran gathered an array of nations ranging from strong supporters of Damascus to far-flung nations a world away from the Syrian civil war.

The one-day forum is unlikely to result in any international consensus, but it shows Iran's resolve to stand by President Bashar Assad as his forces try to crush the 17-month-old uprising.

On Thursday, Syrian rebels said they were low on ammunition but still managed to put up resistance against a regime ground offensive in the city of Aleppo, a center of fighting for more than two weeks.

Tehran billed Thursday's conference as a way to focus on dialogue ? an alternative to Western-led initiatives that call for Assad to give up power.

Iran has said in the past that the Syrian regime's critics fail to take into account violence by the rebels.

"Iran is against the killing of unarmed people and citizens by any side," Iranian Foreign Minister Ali Akbar Salehi said at the gathering.

He also warned that sending weapons to the opposition will only fuel the crisis, and he accused rebels of using civilians as "human shields."

Syrian rebels last week intercepted a bus carrying 48 Iranians in a Damascus suburb and seized them. Rebels claimed the men are military personnel, including some members of Iran's powerful Revolutionary Guard, who were on a "reconnaissance mission" to help Assad's crackdown.

Iran, however, says the 48 were pilgrims visiting a Shiite shrine in Damascus. Salehi said Wednesday that some of the pilgrims are retired members of the army and Revolutionary Guard.

The overwhelmingly Sunni Muslim rebels have also seized 11 Lebanese Shiite pilgrims who have been held in northern Syria since May.

Salehi said some 30 countries attended the meeting, including Russia and China, as well as far-off Benin, Cuba and Mauritania. The meeting was called at short notice, and most countries were represented at the ambassador level.

Russia in the past has urged the West to allow Tehran to take part in international discussions on how to settle the Syrian crisis, arguing that the Islamic republic could play an important role. Moscow has been the main protector and ally of Assad's regime, shielding it from U.N. sanctions over its brutal crackdown on an uprising that has evolved into a full-blown civil war.

The U.S. dismissed the Iranian gathering.

"We think the Iranian behavior in Syria is destructive," State Department spokesman Patrick Ventrell said. "It's just hard for us to imagine that after putting so much effort into keeping Assad in power ... how they can be a constructive actor in facilitating a political solution to the crisis."

On Thursday, government troops and rebels clashed in opposition bastions of Aleppo, a city of 3 million people.

The state news agency claimed Wednesday that Assad's force had regained control of the Salaheddine neighborhood, the main rebel area in Aleppo. But activists said rebels were still putting up a fight there on Thursday.

"The battle is still going on in the streets of Salaheddine and in other neighborhoods in Allepo," rebel spokesman Abdel Azziz Salameh told The Associated Press. "Our fighters have a shortage of ammunition but they have not withdrawn."

The regime has been trying to drive rebels out of Aleppo for two weeks. But the blistering attacks on rebel positions from the ground and the air appear to be only slowly chipping away at the opposition's grip on its strongholds.

Aleppo-based activist Mohammad Saeed said troops were using warplanes and tanks to shell the towns of Hreitan and Tel Rifat north of Aleppo, from where most of the rebels converged on the city.

"They are trying to cut the main lines from Tel Rifat to Aleppo," Saeed said.

Aleppo holds great symbolic and strategic importance. Some 25 miles (40 kilometers) from the Turkish border, it has been a pillar of regime support during the uprising. An opposition victory there would allow easier access for weapons and fighters from Turkey, where many rebels are based.

Syria's close ties to Iran and the Islamic militant group Hezbollah in Lebanon mean that the conflict has the potential to draw in the country's neighbors.

On Thursday, Lebanese officials arrested Michel Samaha, a former Lebanese minister and parliament member, who is one of the most ardent Lebanese supporters of the Syrian regime.

Samaha often appeared on local TV stations as an analyst and spoke out in favor of the regime. His wife, Gladys, told local media that security agents kicked in the front door early Thursday and pulled Samaha from his bed. She called his arrest a purely political detention because of his political position.

But Lebanese officials said only that he was arrested for "security" reasons. They spoke on condition of anonymity because they were not allowed to speak to the media.

Also Thursday, Assad appointed a new prime minister to replace the one who defected to neighboring Jordan this week. State-run news agency SANA said he appointed Health Minister Wael Nader al-Halqi, a Sunni member of the ruling Baath party from the southern province of Daraa, the birthplace of the revolt.

Al-Halqi replaces Riad Hijab, whose defection was a humiliating blow to the regime. Like nearly all prominent defectors so far, Hijab is a member of Syria's majority Sunnis ? the Muslim sect which forms the bedrock of the uprising.

Still, power remains closely held within Assad's inner circle and the most significant leadership is dominated by members of the ruling elite's minority Alawite sect, an offshoot of Shiite Islam.

(AP) ? President Barack Obama says Republicans who want to repeal his health care overhaul want to take the country back to policies more suited to the 1950s than to the 21st century.

Speaking to a largely female crowd of 4,000 at a campaign event in Denver, Obama said repealing the health care law would take away insurance from millions of young people, force senior citizens to pay more for prescription drugs and make it harder for people with pre-existing conditions to get insurance.

Obama said his Republican rival, Mitt Romney, and Romney's GOP allies in Congress should not decide who gets access to health care.

The president says decisions that affect women's health are not up to politicians or insurance companies. Said Obama: "They're up to you."

During the Taiwanese floods of 2011 and despite one of its key sites being under 30ft of water, Western Digital remained in operation. It?s an often quoted statistic, but one worth repeating, that ?around 60% of small businesses go out of business six months after a natural disaster such as a fire or flood?. Being a large multi-national, Western Digital have an inherent advantage in that they have data centres located around the world that can host data and applications that may have been hosted in Thailand. Whereas most small businesses don?t have such privileges they can take action to mitigate the outcome of any disaster. So here are Hardware.com?s five top tips ?Business Continuity? for the rest of us.

1.?Be prepared

Plan for all eventualities large and small but allocate time and effort commensurate with the size of the problem caused by the disaster.

2.?Be agile

Make sure the systems you deploy are capable of being used anywhere, using products like Vmware. Make sure you can use remote terminal or web sessions to access your critical applications.

3.?Be realistic

Decide what level of data loss and what level of time outage your company can survive and trade it off against how much resource you want to put into a disaster recovery solution.

4.?Be holistic

Business Continuity doesn?t depend on IT and data systems alone. If your people have nowhere to work in the event of a disaster then your IT DR planning may come to nothing.

5.?Be prepared

I know I?ve already written about preparedness, but it?s the most important. Create your plan(s) and test them regularly. Be prepared to be flexible and deviate from any steps if it makes sense. Recovery Strategy Backup is only the first step in a Recovery Strategy. The ability to recover data within a particular time frame (Recovery Time Objective) from a particular point in time (Recovery Point Objective) is what any Recovery Strategy is about. Having said that, the first action in data recovery is to have at least one backup.

The second is to move it away from your main data store. In its simplest form this can be a removable disc or tape secured in the company secretary?s bag that is taken home at the weekend. In its more advanced form it is the replication of data over wide area links between data centres.? The technologies involved here are:

??The bag Despite the cost savings and simplicity of this method it is not the most secure and fastest way to recover systems.

??The online backup Online backup services do offer a more advanced level of security, however these still involve slow restore times that depend on normal internet bandwidth.

??Host replication Software such as Vmware Site Recovery Manager allow near real time mirroring of individual servers between data centres.

??Storage replication Most entry level storage devices such as the HP P2000 G3 and P4000?? include* ?inter-site replication to allow near real-time replication of entire data volumes over IP networks.

The graph above shows the improvement in recovery times (RTO) against the cost of solution for various tiers of recovery strategy, from PTAM (pick-up truck access method) to automated, data replication and redundant data centres.

It could be argued that virtualisation and its associated technologies are making the curve a lot shallower by bringing multi-site, near real-time recovery solutions within the range of SMEs.

One of the glamour events of the Olympic Games is the decathlon. Many say the gold medallist in decathlon is the greatest athlete in the world. This herculean event is really 10 separate events that range from the 100-metre sprint to a 1,500-metre race, and from the high jump to the javelin toss.

In my view, building wealth and managing wealth is similar to the decathlon in the sense that it takes many disciplines to make it all work together. Too many people focus on just one discipline (investment management) while the other nine don?t get the attention needed.

Here is my recipe for the 10 events of your personal financial decathlon:

Income Your employment income is obviously a key driver of wealth. Ways to boost income would include more education, working harder, negotiating a raise, ability to anticipate the needs of their boss and the market, and political astuteness. Sometimes there is just luck involved.

Expenses We see clients who spend $25,000 a year and clients who spend $800,000 a year. The key to expenses is having a decent sense of what you actually spend, and to have the spending aligned in some way with after-tax income. That could mean you spend $500,000 a year, but are still a saver in relation to your after-tax income. Not surprisingly, some bad habits around gambling, drugs, alcohol, etc., can push your expenses far beyond a healthy level.

Taxes/government benefits The government gives and the government takes away. Being tax-smart in terms of taking advantage of RRSP, TFSA, RESP, RDSP, Old Age Security, CPP benefits, etc., can really add up over the years. On the other side, being smart about ways to reduce taxes paid can make a big difference over time. This goes from the basics of writing off all you can to using other strategies around insurance, trusts and corporations.

Investments This is one of the more difficult ones. The power of better investment performance is clear. If you put $10,000 into an account for 40 years and earn 6% a year, you have $1.65-million. If you do the same and earn 7% a year, you have $2.15-million.

Like many athletes, you want to have a clear discipline that you repeat over time to have the best chance at investment success. Keeping away from the junk food of stock tips and high flyers, and focusing long term on dividend payers with increasing cash flows will play an important part in performing well.

Insurance Everyone gets injured at some point. You need to make sure you or your family don?t get permanently hurt financially. From personal experience, I know that making sure a young family is properly covered against the death or critical illness of a parent can make a big difference to a couple of generations.

It provides stability for planning, full opportunities for tax planning and income splitting, and ideally for sharing responsibilities that can enhance each others? goals and careers. One or two divorces can cause significant financial damage. Being single also minimizes some of the tax and pension advantages that couples benefit from.

Pensions This event is evolving quickly from the relative stability and certainty of a defined-benefit pension plan to the potential but risk of a defined-contribution plan (group RSP). Taking advantage of company matching and contributions, and the benefits of any government guarantees to pension values, can play a big part in your overall wealth.

Debt management Contrary to some people, I think there is nothing wrong with having debt. The key is for the debt to be smart debt. That would include low interest rates, using the funds for a house or education, writing off interest if possible. When high-interest debt is incurred and the funds are spent on disappearing or depreciating assets, this is a big wealth destroyer.

Constructive risk Starting a company, taking a bit of a risk with a real-estate purchase, taking a job out of town. These all have an upside and downside, but most wealthy people have leaned toward taking these risks over their life, and they are sometimes a necessary part of the financial decathlon.

Much like the Olympic decathletes, you don?t need to be great in all 10 events, but to win your personal financial decathlon, you need to do pretty well in most of the 10 events to achieve your own gold medal.

Feng Shui Basics and Tips to Improve your Life | Natural Health 4 Life

In just over 3000 years ago Feng Shui was the mainstay in ancient Imperial China and its practice remained within the boundaries of its walls; today this preserved art form is not only practiced by the Chinese, but other nationalities as well in differing parts of the world. Describing this Eastern Philosophy, Art and Science

Feng Shui (pronounced, fung shway) is defined as a body of rules ingrained in ancient art and science. These rules govern the Chinese philosophy that reveals how to balance the energies of any given space to assure the health and good fortune of people who inhabit it. For example, the locations of objects are organised, based on patterns of yin and yang and the flow of chi or positive energy that runs through its surroundings.

If you are familiar with the premise used in natural therapies such as Acupuncture, Shiatsu and Emotional Freedom Technique (EFT), then you are more inclined to grasp the concept of Feng Shui which appoints the theory of energy in a similar way.

Positive versus negative energy is therefore the underpinning philosophy that governs their design techniques and as previously mentioned, these guiding principles provide solutions to life?s shortcomings.

It is important to understand that there are several different schools of Feng Shui, as well as strong culturally specific aspects linked to its symbols.? Every culture has its own form of Feng Shui, and it takes a basic knowledge of the rules to apply it intelligently in your life.

The Concept Developed From Astronomy

To have a greater appreciation of this ancient guiding principle, and to better evaluate for yourself whether the theories are in harmony with your cultural and spiritual beliefs, the history of its practice is now outlined.

Feng Shui literally means wind and water. Originally, its design was widely used on orient buildings?often structures of spiritual significance, such as tombs and monuments, eventually homes and other structures were included?in an auspicious manner.? Depending on the particular structure decided upon, a favourable site was selected, determined by reference to heavenly and earthly elements such as the stars, bodies of water and landscaping.

A handy magnetic compass is often used to find the most favourable location to lay objects or erect structures, but in ancient times this instrument was not available. Practical applications therefore relied on astronomy for correlations between humans and the universe. This then began Feng Shui?s history in astronomy; rooted in natural laws of celestial objects.

Scientific knowledge of the galaxies and its evolution helped to build the belief system and its related technique, applying it to all aspects of human life.

To understand how the principles are applied to the construction of a building, the ?masters? would evaluate how many degrees east of due north, for example, a structure should be laid to best attain positive energy. The significance of the slope of a landscape and local microclimate might also be taken into consideration, according to natural laws before being approved.

More common recommendations include installing bright lights, producing pleasant sounds like wind chimes and placing fish tanks within specific locations in the home.

Polarity

Polarity is an important element in Feng Shui, and is expressed using the popular dynamic: the yin and yang theory.? These two forces push and pull in opposition, one creates an exertion and the other receives an exertion.? Yin and yang and the five phases? corollary are also intertwined in astronomy.

The five forces of yin and yang which are earth, metal, fire, water and wood, according to the Chinese, play a very important part in the perspective on the universe. Feng Shui School of Thought

There are different schools of applications using this Chinese application, four of which can be applied today.

1. Form school.? This is the oldest of the philosophies and refers to the shape of the environment and general surroundings. The flow of the wind and water and slope of a landscape is used to find a place with ideal chi or energy. This premise also incorporates the yin and yang concept.

2. Compass School. This is a collection of more recent techniques based on the bagua or the eight cardinal directions, each of which is said to have a unique chi.

3. Traditional inheritance.? Aside from books written on the technique, in many cases masters have passed on their techniques only to selected students or relatives.

4. Current Usage of Traditional Schools. There is no contemporary agreement that one of the traditional schools is most correct. That is why modern practitioners of Feng Shui generally draw from multiple schools in their own practices. In Western practices, the technique applies simplified principles that come from traditional schools and focus mainly on the use of the bagua.

Tips to Feng Shui your Life

The most important element in this philosophy as it relates to your home is how you can work towards creating a smooth flow of chi or positive energy through your personal space.? For now, that is all it requires, a basic understanding of the principles which will allow you to take a fresh perspective of the interior design of your environment and reposition objects that supports the life you wish to live.

Start small, changing only one area of the home at a time. Gradually you will want to extend the flow of chi to other parts especially after experiencing improvements in your life. Subtle feelings like enhanced feelings of well-being, satisfaction, a more mellow mood or an upbeat attitude are some of the benefits you can look forward to.

Here are a few tips to try:

Tip No. 1. ?Positive Emotions- Cleaning up your bedroom

Let the flow of chi meander through your bedroom as though it were soft ripples in a stream. ?A cluttered bedroom stifles energy and hinders enthusiasm for matters of the heart.

Assess the space in your room and aim for a balance layout. ?Start clearing items if you are filled to capacity with your own stuff.? Include your cupboard, shelves and drawers in your overhaul activities and attempt to invite passion and positive emotions within your sleeping quarters. Aim to free up at least 25 per cent of the space in your room.

Tip No. 2.? Cosy and Sociable ? Reorganising your Living Room

The living room presents one of the largest amounts of traffic, it is one of the first places people use to enter your home and is the main area for entertainment, yet it should represent balance and order, even with children around.

Balancing yin and yang in the living room is about finding the right placement for objects, especially furniture and accessories, so that the right element (there are 5 elements) is represented in the right place. The Consumer: Airport Security Scanners Leave Lingering Worries

Even before she was pregnant, Yolanda Marin-Czachor tried to avoid the full-body X-ray scanners that security officers use to screen airport passengers. Now she?s adamant about it: She?ll take a radiation-free pat-down instead any day.

?I had two miscarriages before this pregnancy,? Ms. Marin-Czachor, a 34-year-old mother and teacher from Green Bay, Wis., recalled, ?and one of the first things my doctor said was: ?Do not go through one of those machines. There have not been any long-term studies. I would prefer you stay away from it.???

There are 244 full-body ?backscatter? X-ray scanners in use at 36 airports in the United States. They operate almost nonstop, according to the Transportation Security Administration. Other airports use millimeter wave scanners, which look like glass telephone booths and do not use radiation, or metal detectors.

Most experts agree that as long as the X-ray backscatter machines are functioning properly, they expose passengers to only extremely low doses of ionizing radiation.

But some experts are less sanguine, and questions persist about the safety of using X-ray machines on such a large scale. A recent study reported that radiation from the machines can reach organs through the skin. In another report, researchers estimated that one billion X-ray backscatter scans per year would lead to perhaps 100 radiation-induced cancers in the future. The European Union has banned body scanners that use radiation; it is against the law in several European countries to X-ray people without a medical reason.

The machines move a narrowly focused beam of high-intensity radiation very quickly across the body, and David Brenner, director of the Center for Radiological Research at Columbia University Medical Center, says he worries about mechanical malfunctions that could cause the beam to stop in one place for even a few seconds, resulting in greater radiation exposure.

For security reasons, much about how the machines work has been kept secret. The T.S.A. says the full-body scanners have been assessed by the Food and Drug Administration, the United States Army Public Health Command and the Johns Hopkins University Applied Physics Laboratory.

But researchers at these institutions have not always had direct access to the scanners in use, and some of the published reports about them have been heavily redacted, with the authors? names removed. Independent scientists say limited access has hampered their ability to evaluate the systems.

John Sedat, emeritus professor of biochemistry and biophysics at the University of California, San Francisco, believes that the effective dose could be 45 times as high as the T.S.A. has estimated, equivalent to about 10 percent of a single chest X-ray.

T.S.A. officials scoff at scientists? statements that measuring the effective radiation dose received by passengers is very complex, saying that it is not difficult, that the machines are inspected for problems at least once a year, and that they are equipped with fail-safe shutoff systems.

The machines, though, have had mechanical problems. A recent T.S.A. report said that between May 2010 and May 2011, there were 3,778 service calls concerning mechanical problems in backscatter X-ray machines. Radiation safety surveys were conducted after only 2 percent of the calls.

In a letter to the federal Department of Health and Human Services dated Oct. 12, 2010, the scientists said that ?the casual nature for maintenance of these devices is alarming to us. These machines are capable of delivering large X-ray doses.

They added, ?Hospitals usually check for problems on X-ray machines daily.?

Most of what is known of the risks of radiation has been extrapolated from disease trends in Japan after World War II.

T.S.A. officials say that these low doses of radiation are safe for everyone, including pregnant women, infants and young children, even though children are significantly more sensitive to radiation?s effects.

Those at greatest risk, however, may be T.S.A. employees and others who work in the terminals and go through security daily. A 2004 National Institute for Occupational Safety and Health study of T.S.A. baggage screeners urged the agency to have employees wear film badges to monitor ongoing exposure systemically, as many hospital and lab employees do, and to label machines more prominently. The agency has not done so.

While the risk to the average passenger may be low, here are some suggestions for those who wish to reduce their exposure.

? Get to the airport early. That gives you extra time to opt for a pat-down if you want.

? If you are pregnant or think you may be pregnant, tell a T.S.A. agent. You may be allowed to pass through a metal detector without additional screening.

? The younger children are, the more sensitive to radiation. T.S.A. employees have been known not to require children under 13 to go through an X-ray machine, although the agency denies there is any policy on this.

? If you have any concerns about medical conditions, you have the right to opt for a pat-down by a T.S.A. employee.

Some reporters scrambled to study the travel schedules of potential contenders while others checked on how much longer Romney's wife, Ann, would spend with the family horse at the London Olympics. Romney isn't likely to make his decision public without her at his side.

There are no clear answers. The Republican presidential candidate's senior aides have teased for weeks that his selection of a vice presidential contender could come any day. But that's all they're saying. And in a tight-knit campaign known for discipline, the handful of people involved in the selection process have refused to share whether Romney has reached a decision or reveal who's being vetted.

The level of secrecy is so great that some of Romney's own staffers aren't sure whether schedules, Twitter messages and public statements are being manipulated to throw people off track. Misinformation, after all, is an undeniable reality in modern presidential politics.

"The big VP announcement is coming soon and the buzz here at campaign headquarters is exciting," campaign manager Matt Rhoades wrote in a fundraising message late last week that offered donors a chance to meet Romney's running mate in person.

Romney did not meet with prospective candidates Monday. Instead, he shared his groceries with a few senior advisers, including the head of his vice presidential search, Beth Myers. Last week, Myers told supporters they could "be the first to get the VP scoop" by downloading a new mobile phone app.

The pieces are in place. The campaign has hired a staff for the running mate and set detailed fundraising expectations. Romney has studied candidates in YouTube videos and watched others in person. Aides have pored through tax filings and personal histories to prevent any surprises.

Above all, Romney is expected to select someone ready to assume the presidency on Day One. The standard has been applied ? at least in part ? because of problems surrounding the GOP's last vice presidential nominee, former Alaska Gov. Sarah Palin, who struggled to inspire confidence among the broader electorate.

The Romney campaign also wants a team player. Possible running mates such as former Minnesota Gov. Tim Pawlenty, Ohio Sen. Rob Portman, Louisiana Gov. Bobby Jindal and Wisconsin Rep. Paul Ryan have been aggressively campaigning on Romney's behalf across the country in recent months.

Portman, Florida Sen. Marco Rubio and Virginia Gov. Bob McDonnell are expected to join Romney on segments of a bus tour that begins Saturday in Virginia and moves to North Carolina, Florida and Ohio. Pawlenty has campaign events scheduled for New Hampshire next weekend. And each of the men has scheduling holes in the coming days that could allow him to slip away quietly for a big announcement.

More clues lie among the speaker's list for the upcoming Republican National Convention. Romney's pick probably wouldn't have scored one of the spots; the convention speakers now include South Carolina Gov. Nikki Haley, former Arkansas Gov. Mike Huckabee, New Mexico Gov. Susana Martinez , former Secretary of State Condoleezza Rice, former Pennsylvania Sen. Rick Santorum and former Florida Gov. Jeb Bush.

But nothing is for certain in this game. Presidential candidates historically have gone to great lengths to keep their deliberations secret until they're ready to announce a choice.

When George W. Bush settled on Dick Cheney in 2000 more than a week before his running mate was to be announced, aides worried that the secret might not hold. To throw off reporters, campaign architect Karl Rove told a campaign aide known to leak information to reporters that former Sen. John Danforth of Missouri had emerged as a top candidate. Three television networks reported the news, giving the campaign some breathing room for Cheney's announcement, Rove wrote in a memoir.

Romney may be doing some head faking as well. The Drudge Report, a conservative website with ties to the Romney campaign, posted a story last month suggesting that Rice had emerged as Romney's top choice. Rice previously had said "there is no way" she would serve as vice president. She also described herself as "mildly pro-choice," which would violate Romney's promise to select a candidate who opposes abortion rights.

Just don't ask Romney to comment on the mystery directly. Campaigning in the Las Vegas area over the weekend, he told reporters he would absolutely "decide and announce my running mate before the third day of the Republican convention."

That's not much help. The third day of the four-day convention is usually when the running mate addresses the delegates.

"Other than that," Romney said, "I've got nothing for you."

    Vietnam Holds First Gay Pride Parade

    The first gay pride parade in communist Vietnam took place in the capital Hanoi on Sunday with dozens of cyclists displaying balloons and rainbow flags streaming through the city?s streets.

    ?We don?t have permission for this and even if we had asked for official permission it would not have been possible? to obtain, said Van Anh, 51. ?But we have a lot of support from Vietnamese society.?

    Gays and lesbians in Vietnam still suffer from discrimination ? particularly from family members ? she said, adding that the pride parade and the possible marriage law change could help break down social stigma.

    ?As the National Assembly is now considering this, we hope that they will amend the law [to allow gay marriage], which would be a very positive thing for Vietnam, for Vietnamese culture,? she added.

    Lack of jobs keeps US in slow-growth mode

    As the U.S. economy limps along into its fourth year of a tepid recovery, its job creation machine remains badly broken.

    Friday?s monthly employment report was better than many forecasters were expecting, showing a relatively strong gain of 163,000 new jobs in July. But the rise of the jobless rate -? up a tenth of a point to 8.3 percent -- was a painful reminder of how many sidelined workers have been left behind by the weakest rebound in six decades.

    As the subpar recovery drags on and growth appears to be, ?in the words of Federal Reserve Chairman Ben Bernanke, ?stuck in the mud,? the weak pace of hiring may be doing lasting damage.

    ?You destroy human capital, and the problem is it's difficult for those individuals to come back,? said Ed Lazear, a Stanford economist who served as adviser to President George W. Bush. ?People who are in their mid- to later 50s -- who would otherwise be working for another 10 years or so -- now may simply decide to stay out of the labor market. That's a lot of lost manpower and lost productivity.?

    Though the headline jobless rate that attracts the most attention in the media has been trending lower from a peak of 10 percent in 2009, that doesn't capture the large group of Americans who have given up looking for work.

    The government isn?t hiding the data. The Bureau of Labor Statistics has been tracking unemployment as a percent of the population, for example, since 1948. By that broadest measure, some 41 percent of the total population over 16 is not working -- a rate that has barely budged since the recession ended in June 2009.

    Temporary jobs are up nearly 45 percent since the recession ended in 2009 ? experts say that's because businesses aren't confident about the recovery and want to stay flexible. NBC's Anne Thompson reports.

    Another measure, the labor participation rate, shows that the share of working-age Americans who are either working or looking for a job has fallen to levels not seen since the early 1980s, when fewer women chose to do paid work. The share of men in the labor force is down to about 70 percent, the lowest level in the more than six decades that the Labor Department been tracking the data.

    Though economists and politicians don?t agree on why the economy?s hiring machinery is sputtering, there?s widespread consensus that millions of jobs go unfilled in the U.S. because employers can?t find skilled workers. There?s less agreement, though, on where the money will come from to train those jobless workers. Nobody, it seems, wants to pick up the tab.

    But the importance of education and training are clear: Workers with college and professional degrees earn substantially more than those with only high school diplomas. That's lost income that would otherwise add to the gross domestic product. As college tuition costs continue to outstrip inflation and wage growth, those credentials remain out of reach for many potential students.

    There?s also a mismatch between the skills being taught in schools and those actually needed in the workplace ? even at colleges and universities. Among the class of 2011, for example, engineering dominated the list of top-paid majors, according to the National Association of Colleges and Employers. But of 1.6 million bachelor's degrees awarded in 2009, fewer than 90,000 were in engineering.

    Though younger workers are having a harder time getting careers started, older workers are at greater risk of leaving the workforce ? whether by choice or not. Among unemployed workers 45 and older, nearly 11 percent had been out of work for 99 weeks or more, according to a 2010 study. By contrast only 6 percent of the unemployed under 35 had been out of work that long, according to?Congressional Research Service?study.

    Though the study found little difference in long-term unemployment based on the level of education or gender, married workers were more likely to have been jobless for 99 weeks or more, as were black workers.

    The cost of so many people out of work for so long is impossible to calculate. But a full accounting starts with the human costs to those unable to find a job. ?

    ?A large literature in economics and sociology has shown that unemployment correlates strongly with the incidence of depression, low self-esteem, unhappiness, and even suicide,? according to a paper by economists Till von Wachter and Dan Sullivan.

    By matching job loss data with Social Security death records, the two researchers estimated that the mortality rate for ?high-seniority? male workers in the year after a job loss is 50 to 100 percent higher than for their employed peers. Even 20 years after a job loss, the mortality rate was 10 to 15 percent higher.

    The joblessness also has a wide impact on the economy, with fewer workers contributing to the growth of overall economic output and consumer spending, which accounts for roughly 70 percent of GDP.

    The result is something of a vicious circle: Fewer workers means less spending which holds back growth that would otherwise prompt employers to boost hiring.

    To be sure, there may be other reasons consumers have pulled back. Older households, whether voluntarily retired or simply unemployed for life, spend more cautiously as they transition to life on a fixed income. That demographic shift, as baby boomers enter a lower-spending phase of life, will likely weigh on consumer demand for years to come. ?

    Many households, meanwhile, are still trying to pay off large piles of debt after taking on too much during the borrowing binge of the 2000s. Others may be may be spooked by the prospect of looming federal tax increases and spending cuts set to hit at year end. Those would almost certainly spark another recession unless Congress finds a compromise.

    ?There are a lot of question marks that are going to be answered in November,? said Pierpont Securities chief economist Stephen Stanley. ??Until then a lot of people have just pulled in their horns.?

    Was it the Jamaican, Fraser-Pryce, or the American, Carmelita Jeter?

    The race couldn't have been any closer, and when Fraser-Pryce's name finally came up first, she fell to the ground and shouted, "Thank you, Jesus!"

    Another sprint gold for Jamaica. Really, was there ever any doubt?

    A golden ribbon in her hair, the bubbly 25-year-old Fraser-Pryce made it back-to-back titles in the premier women's event of the Olympics, closing ground over the last 20 meters Saturday night and leaning at the line to win in 10.75 seconds and edge Jeter by .03 seconds.

    "It means a lot to defend my title," Fraser-Pryce said. "I trusted in myself."

    With the victory, Fraser-Pryce became the first woman to repeat in the 100 since Gail Devers of the U.S. in 1992 and 1996.

    "I don't know much about the history of track and field," Fraser-Pryce said, showing her mile-wide smile. "But I know Gail Devers."

    What a way to start a historic weekend in Jamaica, where the 50th anniversary of the country's independence from Britain is Monday. It was on Aug. 5, 1962, that the Union Jack was lowered for the final time at National Stadium in Kingston. In a picture-perfect bit of symmetry, the Jamaican flag will be raised Sunday ? maybe Monday, too, if Usain Bolt or Yohan Blake or Asafa Powell win the men's 100 ? over Olympic Stadium in London for Fraser-Pryce's medals ceremony.

    "The excitement has already started," she said. "For me, what's really kind of exciting is we got our independence from England and now we're here in England and we get our first medal. For me, that kind of tops it off."

    Another Jamaican, Veronica Campbell-Brown, finished third for her second career 100-meter bronze. The country fell out of the running for a repeat of its sweep in Beijing after 2008 silver medalist Kerron Stewart failed to make it through the semifinals.

    But don't expect much complaining on the island where the top industry behind tourism seems to be mining precious metals, er, medals of the Olympic variety.

    On Sunday, Bolt and Blake will try to keep the gold coming for Jamaica, which has now won six of the last seven gold medals awarded in the men's and women's Olympic sprinting events, including relays.

    Given Bolt's massive worldwide popularity, Fraser-Pryce sometimes takes second-billing in her home country.

    "I go to the supermarket," she said, "and they ask me, 'Where's Usain? Where's Usain?'"

    But those with a sense of the history know what a big role women have played in turning sprinting into the national pastime. Merlene Ottey has nine Olympic medals, and Campbell-Brown just won her sixth. Now Fraser-Pryce has two golds.

    "Jamaican sprints for women have been going great for a long time now," Campbell-Brown said. "We never fail to deliver and it continues."

    Four years ago, Fraser-Pryce was relatively unknown, a 21-year-old who first stunned her country, then the world, on her way to Olympic gold. There was a setback in 2010, a six-month ban for using a painkiller to treat a toothache.

    But she cleared her head, got back to work and showed, once again, a knack for peaking at exactly the right time.

    "This means a lot to me," Fraser-Pryce said. "For two years, it's been up, down, up, down, all over."

    She's not done yet. She won the 200 at the Jamaican Olympic trials, as well, and preliminaries for that race start Monday night.

    When the scoreboard finally flashed her in the No. 1 position on Saturday night, Fraser-Pryce dropped to the ground and cried. She ran to the stands, grabbed a Jamaican flag and paraded around with Campbell-Brown. "VCB," as she's known on the island, is not finished in London yet, either. She's the two-time defending champion in the 200, where she'll have Fraser-Pryce to contend with again, along with American Allyson Felix.

    Felix, who considers the 100 her tuneup for the 200, finished fifth in 10.89 on Saturday.

    She made the 100 meters after a week of tumult at U.S. trials, finishing in a dead heat for the third and final spot. She faced a run-off against the teammate she tied, but got the spot when that teammate withdrew at the last second.

    "I'm happy. I got a personal best," Felix said. "I'm looking forward to the 200."

    Jeter offered a great big smile after watching her visions of gold vanish by a sliver.

    "Everyone wants to win, but I'm on the podium," Jeter said. "I'm the only American on the podium."

    She's also one of the biggest enigmas in American track ? a late bloomer at age 32 and not much of a talker. The defending world champion, Jeter, had been the favorite for this event until Fraser-Pryce, not on form through much of the early season, announced she was back with a 10.70 in Kingston last month.

    Now Fraser-Pryce gets to answer one of those questions any Olympian would love to be asked: Which gold means more?

    "I'd have to say Beijing because I was inexperienced, I was young and I never believed I could. But I did," she said. "This year I came into the championship as a favorite, which was a first for me, so I was a bit nervous. But I believed in myself."

    As magical a night as it was for the Jamaicans, the end of Fraser-Pryce's win was met with silence ? or maybe it just seemed that way after what had transpired over the previous hour or so.

    This happened to be the day when the British finally broke through at the track in their home Olympics.

    In rapid succession, the host country won three straight gold medals.

    With Prince William (wearing a red Great Britain Olympic ballcap) and his wife, Kate, watching alongside Prime Minister David Cameron, Jessica Ennis finished out her stirring heptathlon victory by winning the 800-meter finale in 2 minutes, 8.65 seconds.     Bears, scavengers count on all-you-can-eat salmon buffet lasting for months

    ScienceDaily (Aug. 3, 2012) ? Salmon conservation shouldn't narrowly focus on managing flows in streams and rivers or on preserving only places that currently have strong salmon runs. Instead, watersheds need a good mix of steep, cold-running streams and slower, meandering streams of warmer water to keep options open for salmon adapted to reproduce better in one setting than the other, new research shows.

    Preserving that sort of varied landscape serves not just salmon, it provides an all-summer buffet that brown bears, gulls and other animals need to sustain themselves the rest of the year.

    "In any one stream, salmon might spawn for two to four weeks," said Peter Lisi, a University of Washington doctoral student in aquatic and fishery sciences, who studies the Wood River watershed in southwest Alaska.

    "Animals like coastal brown bears and Glaucus-winged gulls gorge themselves at one stream for a few weeks and then just move to another stream that might have water temperatures a few degrees warmer and therefore support salmon populations that spawn at a later time," he said. "It's easy for animals to move when such streams are as little as a mile or two apart."

    A whole network of streams, some colder and some warmer, provides what Lisi and Daniel Schindler, UW professor of aquatic and fishery sciences, call "hydrological diversity." Such diversity more than triples the time predators have access to salmon in a summer, from just a few weeks to more than three months in the watershed studied.

    The researchers' paper on landscape attributes that influence spawn times will be presented Aug. 8 in Portland, Ore., during the Ecological Society of America's annual meeting.

    "Both Glaucus-winged gulls and brown bears have very short growing seasons at high latitudes. Salmon are a key resource that allows these species to fatten up and achieve the necessary annual growth in this short period of time," Schindler said. "A complex landscape results in streams of differing temperature so salmon populations don't spawn at the same time. Predators and scavengers have a much longer window of accessibility."

    "We knew that salmon are an important seasonal resource for lots of predators and consumers. However, there is little appreciation for the importance of biological diversity within salmon for these consumers."

    The response of salmon to hydrologic diversity is what makes stocks viable over time and will probably make them better able to respond to climate change, Lisi said. Instead of focusing narrowly on flow regimes or trying to decide which individual streams and rivers to protect, a better goal would be to protect a wide range of hydrologic conditions, the co-authors said.

    "Biological diversity within salmon stocks has important benefits to terrestrial ecosystems," Schindler said. "This scale of variation in hydrology, geomorphology and biological diversity is often swept under the rug and dismissed as unimportant in activities such as river restoration, projections of climate impacts and fishery management."

    The paper, part of a session on linkages between aquatic and terrestrial systems, also describes how biological diversity in returning salmon are linked to the pollination of a flowering plant, something no other group has described.

    Populations of kneeling angelica, 3-to-6-foot plants loaded with clusters of tiny white blossoms, don't all bloom at the same time, even though sun and weather conditions might be uniform across a watershed. Instead, these streamside plants have evolved to bloom approximately 10 days after salmon typically arrive at a particular stream.

    It takes about that long for salmon to start to die, many of which are killed by bears or die naturally after spawning. Blowflies lay eggs on the carcasses and the result is a population boom of maggots to take advantage of all the dead salmon. Those maggots emerge as adult blowflies the next summer just in time for the salmon run. Before laying their eggs, the blowflies swarm kneeling angelica flowers to feed on nectar, spreading pollen at the same time.

    Previous research has looked at direct connections to plants, such as roots taking up nutrients when salmon carcasses decay, Lisi said. This is an indirect consumer pathway. "Kneeling angelica are among the last plants to bloom. It's fall, everything else is dying, most of the insects are gone but these plants hold out for the arrival of salmon," Lisi said.

    The work is funded by the Gordon and Betty Moore Foundation, National Science Foundation and Western Alaska Landscape Conservation Cooperative through the U.S. Fish and Wildlife Service.
