International organised crime is worth 870 billion dollars, the head of the UN's office on drugs and crime (UNODC) said Monday, urging greater coordination in fighting it.

"We are able to quantify the cost of transnational organised crime, it is $870 billion (672 billion euros)," UNODC executive director Yury Fedotov told a crime conference in Vienna.

"But we cannot calculate the misery and suffering caused to millions of people by these illicit activities," he added.

The perpetrators are "smart, sophisticated and largely opportunistic," he said, calling for better international cooperation to tackle highly mobile organised crime groups.

Some 800 ministers and civil society representatives are attending the week-long conference on transnational crime in the Austrian capital.

When a white-winged dove crashed head-first into the side of his house and died on impact, Ryan Adams decided to make the best of a sad situation: a gourmet dinner.

But the Pflugerville, Texas, resident didn't realize that while he solemnly rubbed the bird with bacon grease and paprika, he was also rubbing state law enforcers the wrong way.

Though white-winged doves, a popular game bird, had gone into season in Texas 24 hours before Adams heard the thump, the Texas Parks and Wildlife Department took issue with the apparently illicit means by which Adams had attained his meal, without either a gun or a license. The agency opened an investigation into his activities, according to CBS Dallas/Fort Worth, finding ample evidence on Adams' blog, where he had documented the preparation and consumption of the bird in vivid detail.

"People travel long distances and pay big bucks to hunt these birds, and one had just been dropped into my hands," Adams wrote in his blog post. "A lot of people would either bury or throw away a dead animal under these circumstances. I am not one of them."

But it turns out that Adams' pioneer mentality is in conflict with both state and federal law, the latter of which protects white-winged doves under the Migratory Bird Treaty Act.

"There are ways that you can legally take a dove in Texas, but because he simply scavenged the dove his possession was illegal," said Sandra Cleva, a spokeswoman for U.S. Fish and Wildlife Service law enforcement. "Unless it's authorized by permit or by hunting season, you cannot kill, capture, possess, buy, sell, barter ? you basically can't do anything with a migratory bird, its parts or its nest."

After carrying out its investigation, the Texas Parks and Wildlife Department decided Friday (Oct. 12) not to press charges against Adams, according to CBS Dallas/Fort Worth. "Technically I guess he should have turned it over to a game official, but he probably would not have been questioned if he had simply buried it," Cleva told Life's Little Mysteries.

Adams' chief mistake, as Cleva sees it, was posting the whole thing on the Internet.

While more than 1,000 species of birds are federally protected by the Migratory Bird Treaty Act, state and federal hunting laws make allowances for the killing of some of these birds under permitted circumstances and during appropriate seasons.

Laws on salvaging dead birds and roadkill vary by state. In Alaska, state wildlife troopers maintain a list of approved food banks, churches and individuals who have asked to be notified when a moose is killed in an auto collision.

Overview

-- Lippo Karawaci's expanding property development business, the improving

contribution from the company's healthcare business, and its low-cost land bank will support its

satisfactory performance over the next 12 months, in our opinion.

-- We are affirming our 'BB-' long-term corporate credit rating and our 'axBB+' ASEAN

regional scale rating on the Indonesia-based property developer. At the same time, we are

affirming the 'BB-' issue rating on all of the company's outstanding senior unsecured notes.

-- We are also assigning our 'BB-' issue rating and 'axBB+' ASEAN regional scale rating to

Lippo Karawaci's proposed senior unsecured notes due 2019 and 2020.

-- The stable outlook reflects our expectation that the company's strong property sales and

increasing hospital contributions will offset higher borrowings in the next 12 months, such that

its credit ratios improve to levels commensurate with the current rating.

Rating Action

On Oct. 15, 2012, Standard & Poor's Ratings Services affirmed its 'BB-' long-term corporate

credit rating on Indonesia-based property developer PT Lippo Karawaci Tbk. The outlook is

stable. We also affirmed our long-term 'axBB+' ASEAN regional scale rating on the company. At

the same time, we affirmed the 'BB-' issue rating on all of the company's outstanding senior

unsecured notes. We also assigned our 'BB-' issue rating and 'axBB+' ASEAN regional scale rating

to a proposed issue of US$395.6 million senior notes due 2020 and US$100 million senior notes

due 2019 by Theta Capital Pte Ltd., a special purpose vehicle that Lippo Karawaci

owns. Lippo Karawaci and some of its subsidiaries will guarantee these notes.

Rationale

We affirmed the rating because we believe Lippo Karawaci's improving operating performance

is sustainable over the next 12 months. The continued strong sales of the company's property

development projects and an increasing contribution from its healthcare business will support

its operating performance. Our affirmation assumes that: (1) Lippo Karawaci will successfully

exchange the 2020 notes for its existing US$395.6 million 2015 notes--as it intends to do; and

(2) a net increase in the company's debt of about US$100 million, given its plans to use the

proceeds from the US$100 million 2019 notes to fund the expansion of its hospital and retail

mall businesses, and for general corporate purposes.

In our view, the increase in debt will not significantly alter Lippo Karawaci's financial

risk profile. In our base-case scenario, we expect the company's ratio of lease-adjusted debt to

EBITDA to improve to less than 4.5x by the end of 2013, underpinned by strong presales of

properties, increasing contributions from new hospitals, and a sale of stabilized assets into

listed REITs. However, the ratio will rise to about 4.6x-4.8x in the next six months. Our

forecast considers the company's proposed debt issuance, debt exchange, and operating lease

adjustments arising from the expected sale and lease-back of assets to affiliates. We also

assume that Lippo Karawaci will complete the sale of certain assets to its affiliates over the

next six months: two hospitals and a hotel to First Real Estate Investment Trust

(First REIT: not rated); and two malls to Lippo Malls Indonesia Retail Trust (LMIRT:

not rated). The company's operating performance in the first half of 2012 was significantly

better than our expectation. Revenue improved 28% to Indonesian rupiah (IDR) 2.4 trillion while

pre-tax profit was 43% higher at IDR655 billion compared with the same period in 2011.

Our outlook for the Indonesian property market is positive, underpinned by steady economic

growth in Indonesia, increasing urbanization, and relatively low mortgage rates. Demand for

residential and industrial properties should remain resilient even though economic growth will

slow in the next 12 months.

However, we view Lippo Karawaci's debt appetite to be very aggressive. The company raised

US$150 million in May 2012, also to fund the expansion of its healthcare and shopping mall

businesses. With the proposed issue of US$100 million, we project Lippo Karawaci's debt to reach

US$650 million as of Dec. 31, 2012, an almost two-fold increase from US$350 million as of Dec.

31, 2010. In our view, there is limited headroom for the company to take on additional debt at

the current rating level. Any slippage in its operating performance, particularly in its

property sales, or a further increase in debt would no longer be commensurate with a 'BB-'

rating.

Lippo Karawaci plans to issue the proposed notes due 2020 in exchange for US$395.6 million

guaranteed notes due 2015. The proposed issue will extend the company's debt maturity profile.

We do not view this exchange offer as distressed under our criteria because we believe

noteholders would receive no less than the value of the original securities should they accept

the offer. As of June 30, 2012, Lippo Karawaci has cash of IDR2.9 trillion (approximately

US$307 million), which is adequate to cover the estimated annual interest expense of US$36

million on the 2015 notes. In addition, the company does not have any significant short-term

debt due as of that date.

Liquidity

Lippo Karawaci's liquidity is "adequate," as defined under our criteria. Assuming the

company will exchange the 2015 notes, its debt maturity profile will improve with no significant

debt maturing before 2019. In our base-case scenario, we expect the company's sources of

liquidity to exceed its uses by at least 1.2x over the next 12 months. Our liquidity assessment

is based on the following factors and assumptions:

-- Funds from operations of IDR2 trillion-IDR2.5 trillion in 2012.

-- As of June 30, 2012, Lippo Karawaci has cash and short-term investments of IDR6.0

trillion and committed and undrawn credit facilities of IDR500 billion.

-- Committed capital expenditure and working capital needs for the next 12 months of about

IDR2 trillion-IDR2.5 trillion.

-- Capital expenditure is the main use of liquidity and the company has some flexibility to

adjust this spending.

Lippo Karawaci has good headroom in its financial covenants. As of June 30, 2012, thecompany

complied with the covenants in its bank loan agreements of a minimum interest cover of 1x and

debt-to-equity ratio of less than 2.7x. Its interest cover for the 12 months ended June 30,

2012, was 4.2x and its debt-to-equity ratio was 0.6x. We expect Lippo Karawaci to maintain a

cushion in the covenants in the next 12-18 months, in our base-case assumptions. In the unlikely

event that EBITDA declines by 20%, we expect the company to continue to comply with the

covenants.

Outlook

The stable outlook reflects our expectation that Lippo Karawaci's strong growth from its

property development and healthcare businesses, adequate profitability, and good financial

flexibility will translate to a financial performance--over the next 12 months--that is

commensurate with the rating. The stable outlook also factors in the sale of assets to First

REIT and LMIRT in the next six months, the proceeds of which we expect the company will use

to fund capital expenditure.

We could lower the rating if Lippo Karawaci's capital expenditure is more aggressive than we

expected and its debt is significantly higher than we anticipated. We may also downgrade the

company if its revenues and profitability slip over the next 12 months. This could occur if a

significant slowdown in Indonesia's economy or a sharp increase in interest rates reduces the

demand for properties and healthcare services, or Lippo Karawaci's execution of its property and

hospital projects is slower than expected. Our downgrade trigger is a lease-adjusted

debt-to-EBITDA ratio of more than 4.5x on a sustained basis.

Potential upside to the rating is limited for the next 12 months due to Lippo Karawaci's

aggressive debt-funded expansion and weak credit metrics for the current rating. However, we

could upgrade Lippo Karawaci if: (1) the company expands its business scale and diversity; (2)

it improves the income contributions from stable and less cyclical businesses such as

healthcare, property leasing, and property management; and (3) it adopts a more conservative

financial policy.

PPP: Obama Weathers Post-Debate Fallout, Leads Ohio By 5

Although President Barack Obama has seen solid leads evaporate in the last week, a poll released Saturday night suggests that Ohio may continue to serve as a firewall for his campaign.

The latest survey from Democratic-leaning Public Policy Polling (PPP) shows Obama leading Mitt Romney among likely Ohio voters, 51 percent to 46 percent. That's little change from PPP's pre-debate poll of Ohio two weeks ago, which showed Obama up 4.

The PollTracker Average currently shows Obama holding a small lead over Romney in Ohio, 47.5 percent to 47.2 percent.

Obama has outperformed Romney in Ohio throughout this campaign. By the end of September it looked like the president was poised to walk away with the Buckeye State's 18 electoral votes. But a successful outing in the first presidential debate breathed new life into Romney's campaign, and the Republican nominee has subsequently either narrowed or erased Obama's leads both nationwide and in swing states.

Saturday's poll offered plenty of explanations for Obama's durability in Ohio. For one, the president's resilience there could be a testament to his robust field operation. By a roughly 3-to-1 ratio, the Obama team claims more campaign offices statewide than Romney. The fruits of Obama's ground game may be discernible in the poll: among the nearly 20 percent of Ohioans who said that they have already voted, 76 percent of them cast their ballots for the president. Romney, on the other hand, leads Obama among those who have not voted yet, 51 percent to 45 percent.

What's more, PPP's findings underscore what's been so paramount to the president's standing both in Ohio and in neighboring states. Fifty-four percent of Ohio voters said they support the bailout of the U.S. automotive industry, long a significant source of support for Obama throughout the Rust Belt, while 37 percent said they remain opposed. On the question of which candidate would be better for the auto industry, 50 percent of Ohio voters gave the nod to Obama compared with 43 percent who said Romney. And a majority of Ohio voters, 51 percent, said they trust Obama more on the economy, while 46 percent said they preferred Romney.

Obama's approval rating has improved since PPP's Ohio poll in late-September, which showed a narrow plurality of the state's voters disapproving of his job as president. In Saturday's poll, 50 percent of Ohio voters said they approve of Obama's job performance, while 48 percent said they disapprove. Romney's own personal standing has gotten slightly worse: 51 percent of voters there have an unfavorable view of the former Massachusetts governor, up from 49 percent in September.

While Romney's surge in many polls this week showed a narrowing of the gender gap, PPP's latest survey found Obama widening his lead among Ohio women. The president leads by 12 among female voters in the state, a big bump from his slim 2-point edge late last month.

PPP did not survey Ohio last weekend, so it is unclear what immediate damage Obama incurred there for his flat performance in the Oct. 3 presidential debate. But it's possible the president was at least partly redeemed by his running mate: 46 percent of Ohio voters said Vice President Joe Biden was the winner of Thursday night's vice presidential debate, while 37 percent gave the edge to Rep. Paul Ryan (R-WI).

PPP conducted its survey Oct. 12-13 using automated interviews with 880 likely Ohio voters. The poll has a margin of error of 3.3 percentage points.

Body encased in concrete identified as Fla. man

DECATUR, Ga. (AP) ? Authorities on Friday identified the body of a man who was found entombed in concrete in the backyard of a northeast Georgia home.

The man has been identified as Sean Dugas, 30, according to the Georgia Bureau of Investigation medical examiner's office. The body was found Monday encased in a plastic storage container filled with concrete.

Authorities this week charged twin brothers Christopher and William Cormier, 31, with murder in the death of Dugas, a former newspaper reporter in Pensacola, Fla. The Cormier brothers are also charged with concealing death.

"It's a little hard to wrap your head around it," said Kris Wernowsky, who worked at the Pensacola News Journal, where he sat next to Dugas for about three years. "I've worked there for so many years and covered many things in Florida. You never would have thought you would go to a website and click on a story about someone you know. ... It's heartbreaking."

Dugas' dreadlocks and bushy long beard helped him stand out easily in the Pensacola area on the Florida Panhandle, Wernowsky said. Dugas had covered a wide variety of topics, including breaking news and entertainment, the newspaper said on its website.

Dugas worked for the News Journal from 2005 to 2010, rising from a clerk to a police reporter.

"He was a good breaking-news reporter," Wernowsky said. "He was the type of guy who was eager and loved his job. I rarely heard about him complaining about anything."

Winder, Ga., police officer Chris Cooper said this week that medical examiners declared the death a homicide based on the number and location of the man's injuries. The autopsy revealed that the man died of blunt force trauma to the head about a month ago.

Georgia authorities on Monday arrested the twins at a home in Winder that was being rented by their father. Winder is a small city located about 45 miles northeast of Atlanta.

Police said Dugas had been reported missing and was last heard from on Aug. 27, when he made plans to have lunch with a friend the next day.

When the friend went to pick him up for the meal, he wasn't home. After trying unsuccessfully for days to reach Dugas, the friend went back to his house on Sept. 7 to find it empty. Neighbors told her a U-Haul truck had been there Sept. 3 and they saw at least one man removing things.

That man told the neighbors that Dugas had been beaten and was going to live with him, police said.

The female friend continued to try to reach Dugas before calling police on Sept. 13.

Based on information provided by Pensacola, Fla., investigators, Winder police found the body at the Georgia home being rented by the Cormier twins' father, who told police his sons had arrived from Florida about three weeks earlier. They told him they were supposed to take care of their missing friend's dog. However, they supposedly claimed they'd ended up killing the dog and burying it in their father's backyard, police said.

"There is so much that is not known," Wernowsky said. "There are so many empty spaces for a lot of us. I didn't know any of his family, and I feel sorry for their loss. What a horrible way to end your life."

Students in the College of Business will be traveling to study in China next summer to immerse themselves in a new culture and study international business and real estate up close.

?We want our students to see how business is run internationally,? said Enya He, an assistant finance, insurance, real estate and law professor who is helping lead the trip. ?Especially in China, where the culture is so different from here in the West.?

Two business departments ? finance, insurance, real estate and law and business management ?will be taking 24 to 30 students to visit Hong Kong, Guangzhou, Shanghai and Beijing on the 15-day trip.

?I?ve been to a lot of the places we are going,? said He, who was born and raised in China and came to the U.S. for graduate school in 1999. ?What?s truly amazing is that the four places we are going are all different from each other, each with their own dialects and foods. You have to just embrace and enjoy the culture shock.?

Three UNT professors are leading the trip, and each will teach two classes.

Senior business management lecturer Michael Sexton will teaching International Management and Business Policy, He will teach Introduction to Risk Management and Insurance and Corporate Risk Management and Kimberly Geideman, an assistant professor of finance, insurance and real estate, will teach Real Estate Principals and Real Estate Finance.

?The great thing is, students will be able to combine their courses and knock out six credit hours of a semester before fall even begins,? Geideman said. ?Learning in another country will really widen the students? horizons.?

Sexton, a study-abroad veteran who has taught students in the Czech Republic, Germany and France, said the trip would help hone students? business skills.

?It?s all about global business,? Sexton said. ?We?ll be polishing their skills to get ready for real world business, and this is something they can put on their resume, which of course we really want.?

Students will visit global and Chinese firms such as Merrill Lynch, TTI Fort Worth, Volkswagen Manufacturing, Jones Lang LaSalle, HSBC Commercial Banking and AXA HongKong, as well as historical and cultural locations.

?They will get a good blend of culture and business,? Sexton said. ?We want them immersed in the culture so that when they walk away, they?ll have a better understanding of their language, culture and people.?

Details won?t be finalized for another week or so, but professors expect the trip to cost about $7,300 per student, which covers tuition for two classes, books, program fees, health insurance, airfare, ground transportation, lodging, tours, breakfast and other costs.

Business economics junior Joshua Easley said he planned on applying for scholarships to cover the cost of the trip. Financial aid is available to students hoping to study abroad if interested students meet with a financial aid counselor before registering for spring classes.

?I?ve been wanting to do a study abroad trip for a while,? Easley said. ?I was just waiting for something to fit me, and this does. I?ve always been very interested in the Asian culture, so this is right up my alley.?

The deadline to register for the trip is tentatively set in February.
Professors leading the trip emphasized the importance of studying abroad.

?You have to make it a point to travel because you learn so much,? Geideman said. ?It changes your outlook on the world. It will be fun ? and crazy at times ? but all in all it should be a great adventure.?

Freed Israeli soldier speaks of Hamas captivity

JERUSALEM (AP) ? A former Israeli soldier held for more than five years by Hamas militants in the Gaza Strip has disclosed details about his life in captivity, his fullest account to date.

In a forthcoming Israeli TV documentary, former Sgt. Gilad Schalit said his Hamas captors treated him well for the most part, but he feared he would never be released. The transcript appeared Friday in the Yediot Ahronot daily.

"I tried to be optimistic," said Schalit, 26, according to the transcript. "I tried to focus on the little, good things I had there."

Hamas-allied militants from Gaza captured Schalit in a 2006 cross-border raid. Hamas held him in a secret location in the Gaza Strip, the seaside Palestinian territory that Hamas rules.

After a succession of Israeli mediators failed for years to negotiate his return, secret back-channel talks led to last October's prisoner swap, in which Hamas freed the soldier in exchange for more than 1,000 Palestinian prisoners held by Israel.

After being hidden from public view from the day he was captured, Schalit was brought across the Gaza border by armed Hamas militants. Before he was turned over to Israeli officials, he was put before an Egyptian TV journalist for a brief interview, as masked militants hovered nearby. The overwhelmed Schalit struggled to speak, and Israeli officials called the interview "shocking."

After that, Schalit has mostly kept out of the spotlight. He published a brief letter last month on the occasion of the Jewish new year, but did not grant any interviews until the documentary.

In the transcript, Schalit said his captors fed him well, played chess and dominoes with him, and "hardly abused me."

He said they let him watch Arabic news on TV, and he started to pick up a little Arabic. Later he was given a radio, which he used to listen to Israeli news. He said he and his captors would sometimes share a laugh watching televised sports matches and movies together.

Schalit didn't keep a journal, but he said he made sketches of his Israeli neighborhood so he wouldn't forget it. He said he tried to keep his sketches hidden, because some of his guards thought he was collecting intelligence.

Schalit said he had a difficult time at the start of his captivity, but eventually he developed a daily regimen, waking up and going to sleep at the same times each day. He said he kept track of the calendar, and calculated the time of day according to the sun and to the Muslim call to prayer five times a day.

He did not say if he knew where he was being held.

Schalit recalled one instance when he and his captors watched an Israeli soccer player score a key goal in a televised match.

"They were stunned by the goal. They were amazed by the fact that an Israeli team could play that way," Schalit recalled. "This is one of the things that helped me stay sane there."

Rockville has also launched a single stream (no sorting) recycling program offering residents one of the?most extensive programs in the State, including curb-side collection of scrap metal, electronics, and?household hazardous waste, most of which are reused or recycled.

Adopting an Environmental Values Statement in 2010, Landon has made a number of meaningful?changes. Environmental studies are part of the overall experience at Landon, and every freshman takes?a course in Environmental Stewardship.

Landon has made significant progress in reducing its energy output, using conservation measures that?have saved the equivalent of almost 6 weeks of energy usage. Changes in the dining hall have reduced?roughly 14 tons of trash hauled away for the year.

With the help of a Landon family, the school installed a state-of-the-art energy monitoring system that?provides real time energy usage information for all five major buildings on campus. Guided by this?information, Landon has implemented a multi-step program of energy conservation measures that saves?the school nearly $50,000 a year.

In 1993, I took a hiatus from my undergraduate studies and moved back to Austin.? By this point, I had listened to Bellybutton hundreds of times, and I was fortunate to pick up a promo copy of Jellyfish?s follow-up.? There was a lot that I liked about Spilt Milk.? It had the same amazing songwriting, and in terms of its production, it was a major step forward from Bellybutton. Initially, however, I did not connect with it in the same way as I did its predecessor, mostly, I think, because I did not share it amongst a circle of friends.

Coming from the close quarters of Bruce Hall and its denizens to living at home with the fam, I had relatively little time to hang out and listen to music with a close community of people? hang over at the Pharmacy

(AP) ? Raul Ibanez homered as a pinch hitter for Alex Rodriguez in the ninth inning, and the New York Yankees and Baltimore Orioles were tied 2-all going to the 11th Wednesday night in Game 3 of their AL division series.

With the best-of-five series tied at 1, Baltimore and reliever Jim Johnson were two outs from taking control. But with Rodriguez 1 for 12 with no RBIs and seven strikeouts, Yankees manager Joe Girardi sent up Ibanez, who lined a 94 mph pitch into the right-field seats.

It was the first time Rodriguez had ever been pinch-hit for in a postseason game, according to STATS LLC.

Orioles rookie Miguel Gonzalez had allowed one run and five hits in seven innings with eight strikeouts and a walk. Ryan Flaherty and Manny Machado, the bottom two hitters in Baltimore's batting order, hit solo home runs off Hiroki Kuroda.

Coming in, the Orioles were 76-0 this year when leading after seven innings. They had also won 16 extra-inning games.

Flaherty homered with one out in the third and the 20-year-old Machado connected leading off the fifth, becoming the second-youngest player to homer in a postseason game. In between, Derek Jeter tied the score with an RBI triple in the third, a drive just past a bubble-blowing center fielder Adam Jones. Jeter, limping because of a sore ankle, came out after eight innings.

Jayson Nixon, who replaced Jeter, flied out to the left-field warning track against Brian Matusz in the 11th.

Taken by the Orioles from the Chicago Cubs in December's winter meetings draft of unprotected players, Flaherty connected on an 82 mph slider from Kuroda for Baltimore's first postseason home run since 1997. It was just the second at-bat of the series for Flaherty, who platoons with Robert Andino at second base.

Machado's home run, also off a slider, landed in Baltimore's bullpen in left-center. Atlanta's Andruw Jones, who was 19 years, 180 days when he homered in 1996, is the only player younger than Machado (20 years, 96 days) with a postseason home run.

Jeter tied the score with a drive deep to right-center. Adam Jones, a blowing a big, pink bubble as he tried to track it down, didn't anticipate it tailing to right as much as it did. The ball dropped just beyond the All-Star's outstretched glove as he crashed into the wall.

Gonzalez, a 28-year-old rookie released by Boston in December, started the season in the minor leagues and made his first major league start on July 6. He went 9-4 with a 3.25 ERA.

Kuroda, making his first postseason start in three years, gave up five hits in the first six innings, walked none and struck out two and hit two batters. The 37-year-old veteran of 11 seasons in Japan, is completing his fifth year in the big leagues and first with the Yankees. He was 16-11 with a 3.32 ERA and won his final two regular-season starts after struggling for much of the second half.

In Game 4 on Thursday night, Phil Hughes (16-13) starts for the Yankees. The Orioles had not decided between lefty Joe Saunders (9-13) or righty Chris Tillman (9-3).

Nate McLouth led off the game with a single to right but J.J. Hardy flied out and McLouth was caught stealing at second by Martin. McLouth reached the base in time but Jeter slapped him on the back of his left leg, pushing McLouth off the base. Orioles manager Buck Showalter argued unsuccessfully with second base umpire Mike Everitt.

Nick Swisher, who had been 0 for 6 with five strikeouts against Gonzalez, singled up the middle with one out in the second to become New York's first baserunner. Mark Teixeira, who had been 4 for 8 in the opening two games, bounced into a 3-6-3 double play.

Russell Martin hit a one-hop double off the left-field wall leading off the bottom of third. Martin advanced when Eric Chavez grounded sharply to first as Mark Reynolds made a diving stop. After Jeter's first triple since August 2011, Ichiro Suzuki flied out to center.

Baltimore loaded the bases in the fourth when Chris Davis walked leading off, Jones singled and Reynolds was hit by a pitch on the left forearm with two outs, but Flaherty hit a comebacker.

California's renewable-energy plans may hinge on presidential race

SACRAMENTO ? On 7,300 isolated acres in eastern Kern County, a plan for dozens of wind turbines 20 stories high to generate enough electricity for tens of thousands of homes may hinge on who is elected president.

Millions of dollars have been spent laying the groundwork. Permits are in order, contractors are lined up, government planners are on board. But like many other green energy efforts in California, the Avalon Wind Project awaits the fate of key federal subsidies.

For Republican presidential nominee Mitt Romney, such aid represents government run amok, allowing bureaucrats to pick winners and losers in renewable energy rather than letting the free market sort them out. Romney has not offered many specifics about what he would cut, but his opposition in general to aid for alternative energy production has been a pillar of his campaign. The candidate punctuated his point with a news conference at the vacant former headquarters of bankrupt solar company Solyndra, which lost $527 million in government money.

Mark Tholke, a vice president at EDF Renewable Energy, the company behind Avalon, is troubled by Romney's talk of jettisoning incentives like the 20-year-old tax credit that would enable his firm to put shovel to ground. About a third of Avalon's construction costs would be covered by the credit, amounting to many millions of dollars.

"The impact would be devastating," he said. "The number of wind projects we would build would just plummet."

The prospect of a Romney victory in November is

a source of consternation among players large and small in California's rapidly growing renewable-energy industry. Experts differ on whether subsidies are the most sensible way to move toward cleaner energy and whether they are a good deal for taxpayers.

But there is wide agreement that no state has used federal help more aggressively than California and that a sudden shift in direction by the White House would stymie the state's progress.

"The election will have a huge effect on California energy policy," said Severin Borenstein, co-director of the Energy Institute at the UC Berkeley Haas School of Business. "If the federal support dries up, a lot of this will come to a halt. It is critical to the cost-competitiveness of a lot of renewable energy here."

Nearly 170,000 Californians have jobs tied to the green economy, which includes alternative energy production, conservation and pollution reduction, according to a study by the Bay Area think tank Next 10.

California companies filed 41% of all patents for

renewable-energy innovations nationwide from 2008 to 2010, solar panels are being installed on rooftops at an aggressive pace, and the state's consumption of renewable energy is eclipsing other parts of the country. A quarter of all the venture capital spent in California is now tied to clean energy, the study found.

California's policies are fueling the movement toward cleaner electricity, but many experts say the state can't go it alone. Federal subsidies are the backbone of these efforts and have helped draw private

investment.

The credits are worth hundreds of millions of dollars at each of several dozen large renewable projects in the works. Topaz Solar Farm in San Luis Obispo County, owned by one of Warren Buffett's companies, would qualify for a tax break of more than $600 million, for example.

In addition, tens of thousands of California homeowners and businesses use the credits to cut thousands of dollars from the hefty cost of moving to solar or geothermal energy.

Those in the wind industry are particularly anxious: Their two-decade-old production credit, which costs taxpayers about $1 billion annually, expires at year's end. The next president will have to decide whether to try to work with Congress to extend it.

Most solar projects are not economically feasible without a similar federal incentive, known as the investment tax credit, that covers about a third of their development costs. That tax break does not expire until 2016.

But industrial-scale solar projects such as Topaz and the Ivanpah Solar Electric Generating System, between Barstow and Las Vegas, are typically in the planning stages for years.

Investors are wary of jumping in if they aren't confident the federal government will still be offering financial assistance when construction starts.

The company's advice? "Moving the camera slightly to change the position at which the bright light is entering the lens, or shielding the lens with your hand, should minimize or eliminate the effect."

Severely obese people ? those with at least 100 pounds of excess weight ? are the fastest-growing group of overweight Americans, according to new research.

Analysts examined data from the U.S. Centers for Disease Control and Prevention and found that from 2000 to 2010, the proportion of Americans who were severely obese rose from 3.9 percent to 6.6 percent, an increase of about 70 percent.

The findings mean that more than 15 million U.S. adults are severely obese, with a body-mass index of 40 or more. BMI is a measure of body fat based on height and weight.

But there was some good news. Beginning in 2005, the increasing rate of severely obese people began to slow, according to the investigators at the RAND Corporation, a nonprofit research organization.

?The proportion of people at the high end of the weight scale continues to increase faster than any other group of obese people, despite increased public attention on the risks of obesity,? study lead author Roland Sturm, a senior economist at RAND, said in a corporation news release. ?But for the first time in the past 20 years, there is evidence the trend is slowing.?

Rising rates of severe obesity varied by gender and ethnicity but were present in all groups. The prevalence of severe obesity was about 50 percent higher among women than among men, and about twice as high among blacks than among Hispanics and whites.

Martin?s research at Forrester has demonstrated that 53% of online shoppers are already adopting click and collect and safely predicts that by 2016 14% of UK retail will be sold online.

Greek 2013 budget sees sixth year of recession: source

ATHENS (Reuters) - Greece will frontload painful budget cuts to end a decade of primary deficits while grappling with a sixth year of recession, according to a 2013 budget draft aimed at satisfying international lenders.

The government will unveil a tough austerity budget later on Monday, after Finance Minister Yiannis Stournaras meets the troika of International Monetary Fund, European Commission and European Central Bank inspectors for any last-minute tweaks.

Government officials told Reuters Greece will aim for a primary surplus before debt service of 1.1 percent of GDP next year, from a 1.5 percent deficit in 2012, the first positive balance since 2002. But the economy will continue to shrink for the sixth year in 2013 by 3.8 to 4 percent.

Greece's economic output will have declined by a quarter since 2008 in a vicious spiral of austerity and recession, with the most heavily indebted euro zone nation repeatedly falling behind in meeting targets set under its EU/IMF bailouts and at risk of being forced out of the single currency area.

Analysts said even the recession scenario set out in the budget appeared optimistic, given Greece's slow reform efforts and a weakening euro zone economy.

"The euro zone crisis is still in full throes, so uncertainty and the downward pressure on demand that austerity will have makes even that forecast look optimistic," said Chris Williamson, chief economist at London-based firm Markit.

PAINFUL CUTS

The budget draft will include more cuts in public sector pay, pensions and welfare benefits as part of an 11.5 billion euro ($14.8 billion) austerity package of savings that will be spread out over the next two years.

Austerity-weary Greeks have taken to the streets in often violent protests against the waves of salary and pension cuts that have driven many to the edge. Prime Minister Antonis Samaras, who will also meet the troika chiefs later on Monday, has vowed this is the last round of cuts.

At stake is a 31.5 billion euro installment from a 130 billion euro second bailout keeping Greece afloat. Lenders have made clear no money will be disbursed without credible measures.

However two German magazines reported on Saturday that Athens will receive its next aid tranche despite budget shortfalls and slow progress on reforms because the euro zone does not want the country to leave the common currency.

The business weekly Wirtschaftswoche quoted a senior EU official as saying fear of a "domino effect" if Greece is forced to exit the euro zone is too great is too great to contemplate withholding the funds.

In Germany, the main contributor to euro zone rescue funds, the main opposition challenger for chancellor, Peer Steinbrueck, said on Sunday the Greeks should be given more time and help to meet their reform targets.

However, Slovak Prime Minister Robert Fico predicted in a television interview that the euro zone would not survive in its current form and said Greece and possibly another unnamed country would be forced to leave once it became clear they were unable to meet their commitments.

Two junior leftist parties in Samaras' coalition government have resisted the cuts and a handful of deputies have warned they will vote against the bill in parliament, which will debate the draft and vote on it in mid-December.

Analysts expect the ruling coalition, which holds 178 out of 300 parliament seats, to pass the bill despite any defections.

A government official, who spoke to Reuters on condition of anonymity, said Athens will frontload a big chunk of the new spending cuts under negotiation with the troika.

"The draft budget will include 7.8 billion euros in cuts for 2013," the official said.

Belt-tightening has taken a toll on economic activity, suppressing domestic demand and driving the jobless rate to a record of almost 25 percent.

This year's primary deficit - which excludes debt servicing costs - is expected to exceed a targeted 1.0 percent of GDP. The finance ministry sees the primary deficit at 1.5 percent of national output in 2012.

Returning to a primary surplus will hinge on how faithfully the government sticks to the unpopular measures, after years of missed targets that have angered its partners.

"The 1.1 percent of primary surplus target is attainable provided that the new adjustment package will be rigorously implemented and that the fall in domestic output will not deviate significantly from the respective budget forecasts," said Platon Monokroussos, an economist at Eurobank. ($1 = 0.7773 euros)
