NY exhibits draft of Washington's Farewell Address

ALBANY, N.Y. (AP) - A State Museum exhibit highlighting New York residents who became president is featuring the original draft of George Washington's Farewell Address, written in his own hand.

?

The special three-day, Presidents Weekend exhibit at the downtown Albany museum opens Friday and runs through Sunday.

?

The exhibit honors Washington, the nation's first president, as well as political leaders who lived in New York and rose to the presidency, including Martin Van Buren, Millard Fillmore, Chester A. Arthur, Ulysses S. Grant, Grover Cleveland, and Theodore and Franklin Roosevelt.

?

Washington published his Farewell Address in September 1796 after serving two terms as president and declining the opportunity to run for a third. New York state's original draft of the document was saved from the fire that heavily damaged the state Capitol in 1911.

(AP) ? The Los Angeles Clippers have no banners on the walls or in the rafters at Staples Center. They would need decades to measure up to the Lakers' history.

And they don't care. The past is easy to overlook in Hollywood. The present belongs to Chris Paul, Blake Griffin and the Clippers, who are running Staples Center with style this season.

Paul had 24 points and 13 assists, Griffin scored 18 of his 22 points in a spectacular first quarter and the Clippers cemented their supremacy in Los Angeles with a 125-101 victory over the Lakers on Thursday night.

Chauncey Billups hit five 3-pointers while scoring 21 points for the Clippers, who never trailed as they roared into the All-Star break by clinching the season series in their city rivalry for the first time in 20 years. The Clippers have won the Staples Center co-tenants' first three games of the season, with Los Angeles' longtime underdogs burying the 16-time champions in this latest meeting under a wave of 16 3-pointers.

"It's great. It's important to get these wins, but we're not really just concerned about just them," said Griffin, who outscored the Lakers by himself in the opening quarter. "I mean, it's good to be 3-0 against them, but we still have to play them another time, and we still have to play a lot of other teams. This isn't one of those seasons where it's going to come down to either us or them. There's a lot of other teams that are good in the West."

Caron Butler had 13 points and eight rebounds for the Clippers, who lead Golden State by seven games atop the Pacific Division standings. The win was their fourth straight in an impressive five-night stretch heading into what could be a memorable All-Star game for Los Angeles' teams, which are contributing four of the West's five starters this weekend in Houston.

The Clippers hadn't won this series in a season since taking three of five from the Lakers in 1992-93 ? but on April 7, they'll go for the franchise's first season sweep of the Lakers since 1975. In a possible sign of how far the Lakers have fallen this season, Paul wouldn't even recognize the Clippers' city dominance without qualifying it.

"That's all good and well, but it's all about the postseason," Paul said. "This means nothing if we don't do things in the playoffs."

Kobe Bryant had 20 points and 11 assists for the Lakers, who head to the break in 10th place in the Western Conference, four games below .500 with little reason to suspect things will get a whole lot better ? particularly without Pau Gasol, who's likely out until April with the latest in their series of serious injuries.

"We've played well, won eight of 12, so it's not to be forgotten," said Steve Nash, who scored his 17,000th career point. "I wouldn't say we have an identity yet. I wouldn't say we've formed any kind of consistent understanding, so we've got work to do."

The Clippers scored the first 15 points despite their weariness. Dwight Howard had 18 points and eight rebounds for the Lakers, who missed their first nine shots and never got closer than 13 points in the second half.

Bryant rebounded from his four-point performance Tuesday against Phoenix with a solid game, but the Lakers' defense couldn't keep up with the Clippers' perimeter shooters. Paul, Butler and Matt Barnes hit three 3-pointers apiece.

The Lakers' defense "was nonexistent," Bryant said.

"They made a lot of shots, and they really broke the game open by getting out in transition," he added. "It's a step back. We just have to regroup."

The Clippers appear to be cruising toward the first division title in the woebegone club's 43-year history, dominating the lackluster Pacific and establishing themselves as a legitimate threat to Oklahoma City and San Antonio in the West. They'll need only nine wins after the break to secure the best season in the club's Los Angeles history, and 11 victories for the best year in franchise history, surpassing the 49-win Buffalo Braves in 1974-75.

Just down the hall, the Lakers are mired in one of the most disappointing seasons in their history despite adding veteran stars Howard and Nash to their roster last summer.

"Enjoy the break, and let's get ready for a big push in the second half of the season," Bryant said to the Lakers' crowd before the game.

Instead, Griffin roared out of the gate for the Clippers, scoring their first 10 points and making nine of his 10 shots. The Lakers erased much of the Clippers' early 16-point lead with a second-quarter rally led by Antawn Jamison, who scored 13 of his 17 points in the period while the Lakers pulled within three points.

But Billups led an 11-0 spurt late in the period and hit three more 3-pointers early in the second half.

"Blake was amazing in that first quarter, and I was just excited to see (Billups) on this stage in this big game," Paul said.

NOTES: Most of the Lakers wore red versions of Bryant's signature shoes in honor of Valentine's Day. ... The Clippers lost Lamar Odom in the second quarter when the longtime Lakers big man got poked in the left eye. ... The Lakers' Jodie Meeks converted a four-point play late in the third quarter. ... LeBron's top-flight play continues as streak ends

OKLAHOMA CITY (AP) ? With a single meaningless miss, LeBron James' unprecedented run of high-scoring efficiency officially came to an end.

For King James, though, the greatness continues on.

James had 39 points, 12 rebounds and seven assists as the Miami Heat trampled the Oklahoma City Thunder 110-100 in a Thursday night showcase. All that spoiled it was a late miss from 3-point range that snapped his NBA record run of games with at least 30 points and 60 percent shooting at six straight games.

"It didn't bother me during the game, if I was shooting 60 percent or not," James said. "I just go out and play my game, and that was the result of it. It didn't bother me and it didn't matter if I got it tonight or not. ... To win is what it's all about."

James was just over 60 percent before missing from a couple steps beyond the 3-point line as the shot clock ran down with just over a minute left and Miami up 10. That dropped him to 14 for 24 in the game, or 58 percent.

All that mattered to him, though, was that Miami's winning streak reached a season-best seven games ? and the Heat beat the Thunder for the sixth time in a row, dating to last year's NBA Finals.

Chris Bosh chipped in 20 points and 12 rebounds for the Heat, who won the last four games of last season's Finals after losing Game 1 in Oklahoma City and continued their dominance in the series after winning on their home court on Christmas Day.

"It's not from the Finals. It's not from anything," James said. "We just come in with a game plan."

Kevin Durant had 40 points and eight rebounds, but missed his first seven shots as Oklahoma City fell hopelessly behind. After the slow start, he wound up making half of his 24 shots ? going 8 for 10 in the fourth quarter to get Oklahoma City within 108-100 after trailing by as much as 23.

It wasn't enough to measure up against James, who beat him in last year's MVP race and then the Finals before the two won a gold medal together at the London Olympics.

"It's fun. I take on the challenge every time we're playing," Durant said. "He had a great game. He was making some tough shots, man ? one-leggers, fadeaways in corners, 3s. So, you've got to tip your hat to that.

"I just wanted to keep putting pressure on him. I missed a few and then I started to hit in the fourth. I just tried to will my team back in the game, but it didn't work."

Russell Westbrook had 26 points and 10 assists, with six turnovers, for the Thunder. He had 20 points in the first half to keep Oklahoma City from getting run out of its own gym.

James already had put his stamp on the game by then, with 23 points, eight rebounds and four assists as Miami took a 63-46 lead. Even though Durant suggested earlier in the day that no one would win the league MVP based on one midseason game, James again showed off what has made him the best.

"It's a beautiful mentality that he has, to have a pro's mindset and not just become complacent with greatness," Heat coach Erik Spoelstra said. "If you're the best player in the game and you've won multiple MVPs, the natural tendency would be to relax but he doesn't have that in his genes."

Now that he has his first championship, all that's left for James is to keep building on his legacy. But what more can he do?

"I guess he could shoot 80 percent from the field. He could get better than 60 and 70," said teammate Dwyane Wade, who had 13 points and eight assists before fouling out with 3:29 to play. "That's the only thing.

"He does everything on the floor. Everything for him is coming together."

If there was any doubt, the Heat showed the Thunder that the NBA championship still resides on South Beach, and they'll have to come through James if they want one of their own.

"He's going to break a lot of records, he's going to have all the numbers. It's just going to be how many championships he gets that people are going to talk about," Wade said. "That's a different kind of conversation."

Despite playing without injured starting forward Udonis Haslem (leg) and then losing two starters to foul trouble in the first 6 minutes, the Heat took control by scoring 11 straight points midway through the first period and went up 28-13 when Ray Allen made the free throw after Durant drew his 11th technical foul of the season.

Miami never trailed and led by as much as 79-56 when James put back a missed jumper by Bosh with 5:07 left in the third quarter. That matched the largest deficit of the season for the Thunder, who also were down 23 in a home loss against Brooklyn last month.

Oklahoma City fell to 23-4 at home and suffered back-to-back losses for only the second time all season ? with the Heat responsible for the second loss on both occasions. The defeat also dropped the Thunder (39-14) to even in the loss column with Miami (36-14) as the two potentially jockey for home-court advantage if there's a Finals rematch.

San Antonio (42-12) has the best record in the league and is the only team ahead of Miami and Oklahoma City.

Notes: Miami had two winning streaks of six games earlier in the season. ... The Heat had shot at least 55 percent in its previous two games and were trying to do it in a third straight game for the first time in franchise history. They ended up at 47 percent, going 41 for 88. ... Fla. city banks on manatees after nuke plant retired

CRYSTAL RIVER, Fla. - The decision earlier this month to retire a nuclear plant near this small Florida city - potentially costing hundreds of jobs and lost revenue - has residents banking on the lure of the endangered manatee.

"We'll always have tourism, we'll always have manatees. That's a huge draw," said Michele Bunts, manager of Cracker's Bar, Grill & Tiki, as employees wiped down tables in preparation for the lunch crowd on the deck overlooking the sparkling blue waters of Kings Bay, the headwaters of Crystal River.?

As the nation's only place where people can legally swim with manatees, Crystal River draws tourists from around the world for a chance to snorkel with the sea cows, which can be 10 feet long and weigh between 800 and 1,200 lbs. Tourists also enjoy the chance to spot the creatures from a boat or land.?

Bunts expects that her restaurant, a popular watering hole in this central-west Florida city of about 4,000 people, could see a decline in customers in the wake of Duke Energy Corp's announcement last week that it will retire the plant. Like many of her fellow residents, she hopes that tourists flocking to see the manatees will make up the difference in lost revenue.?

Residents will have some time to absorb the impact as the process of decommissioning the nuclear plant takes decades, said Sterling Ivey, spokesman for Progress Energy Florida, a subsidiary of Duke. "It's not like a factory where we lock the doors and everybody gets a pink slip," he said.?

The Crystal River nuclear plant had been in operation since 1977, helping serve Duke's 1.6 million Florida customers. It had already been shut down and offline since 2009 due to structural damage during upgrades to the unit's steam generators.?

About 600 people could lose their jobs once the plant is eventually retired, but there will be plenty of work for at least the next five to seven years, said Ivey. The plant would then transition into a "mothballed-type status" for another 20 to 25 years.?

The Kings Bay manatee refuge, located about 80 miles north of Tampa, lies about 8 miles south of the nuclear plant complex.?

The dozens of natural freshwater springs in the bay area are home to hundreds of manatees during winter months as the herbivorous marine mammals escape the chilly waters of the Gulf of Mexico for the 72-degree Fahrenheit warmth of the brackish sanctuary.?

Manatee mania
The manatee's importance to the town's tourist industry is on display in front of the tan-brick one-story City Hall - a star-studded replica of the mammal painted red, white and blue.?

The nuclear plant is on Duke property along with four coal-powered energy plants that are expected operate at least for the next few years.?

Duke said it was considering alternatives to replace the nuclear plant, including the construction of a new natural gas-fired plant.?

Duke is the largest employer and taxpayer in Citrus County, according to the Tampa Bay Times. Shutting the nuclear plant would lower the company's tax bill from $35 million to as little as $13 million, a loss that equals a quarter of the county's general fund, the paper reported.?

Residents worry that the closure could further depress the housing market in this rural county dotted by forest preserves, strip malls and manatee attractions.?

Store and restaurant owners were hoping to recoup lost business if Duke chose to decontaminate the plant, adding more workers. Instead, the company announced on Feb. 5 it planned to pursue another option, safely storing the plant for several decades to let nature help with the decay before cleaning out the rest of the radiation.?

Crystal River Mayor Jim Farley acknowledged that the county as a whole might take a hit should many employees be reassigned out-of-state and if property tax income drops if Duke does not replace the nuclear facility with a natural gas plant.?

But he predicted that ongoing plans for the springs will make the area a bigger ecotourism attraction than it already is.?

"It's not going to be a disaster," Farley said. "I think we're going to be able to cope. We'll lose some business because of it, probably. These are tough economic times as it is, but we have so much going for us."?

Long-term residents roll their eyes at the promises of city-sponsored development of ecotourism. Officials have been saying that for years, said Greg Dristiliaris, deli manager at a Shell gas station.?

Plant workers once packed the place in the mornings to buy lunch sandwiches and in late afternoons after work to buy food, beer, cigarettes or tobacco, he said. He used to have 30-40 pizzas on hand to sell each day, he said. Now he does not offer pizzas at all.?

Like the others, Dristiliaris said the most challenging part of the news is the uncertainty of what comes next. But as a long-time Floridian, he compared coping with tumultuous change to another familiar part of life in Florida - hurricanes.?

"You just got to roll with it," he said.?

EU experts plan horsemeat response

Food safety experts from across Europe are due to meet in Brussels to address the scandal over mislabelled horsemeat.

The EU Standing Committee on the Food Chain will draw up plans for large-scale testing of beef products to check if they contain horse DNA.

On Thursday the French government suspended the licence of processing firm Spanghero, saying it had "knowingly" sold horsemeat as beef.

In the UK three people were arrested for suspected fraud in meat sales.

The widening scandal has affected at least 12 countries and raised questions about the complexity of the food industry's supply chains across Europe.

The previously little-known committee is suddenly the focus of attention, and the plans it comes up with could eventually have a huge impact on consumer confidence in the food being eaten in Europe, the BBC's Matthew Price in Brussels says.

The experts from all 27 EU countries will try to devise accurate random tests to determine the scale of the mislabelling of horsemeat.

They will also draw up plans for separate tests to assess the scale of contamination with phenylbutazone or "bute" - a veterinary medicine considered potentially harmful to humans.

Their proposals will still have to be approved by EU ministers.

The scale of the crisis was underlined on Thursday in France, where ministers said they believed the sale of horsemeat labelled as beef went on for six months and involved about 750 tonnes of meat.

The French government accused meat processing firm Spanghero of knowingly mislabelling horsemeat as beef and suspended its licence pending further investigation.

The company has strongly denied the allegation, saying it only ever dealt in meat it believed to be beef.

Spanghero imported meat from Romania and sold it on to another company, Comigel, which made frozen ready meals at its factory in Luxembourg for further distribution.

Millions of processed meat products have been withdrawn from supermarket shelves across the EU.

The UK has asked the European investigative agency Europol to co-ordinate a continent-wide investigation into an alleged international conspiracy to pass horsemeat off as beef.

In the UK on Thursday, a fresh beef product was withdrawn from sale for the first time over fears that it contained horse DNA.

Also on Thursday, Britain's Food Standard Agency (FSA) said tests on eight horses that were killed in the UK had tested positive for bute, and meat from six of them may have entered the food chain in France.

But England's chief medical officer said the highest level detected posed "very little risk to human health".

Tests by Irish authorities have found equine DNA in beefburgers made by firms in the Irish Republic and the UK. Traces of horsemeat have also been found in stored meat at another plant in Ireland and one in Northern Ireland. In mainland Britain, police and officials probing alleged horsemeat mislabelling have carried out raids at a slaughterhouse in West Yorkshire and a meat firm near Aberystwyth. Three men were later arrested on suspicion of offences under the Fraud Act..

MLS not going hi-tech just yet

TUCSON, Ariz. ? Major League Soccer is bullish on the new goal line technology, now slowly being introduced to the game, that can remove one element of potential match controversy.

Upon FIFA approval of the high-tech science that can remove all doubt, in real time, about whether a ball has fully crossed the goal line, MLS commissioner Don Garber talked about wanting to get on board as quickly as possible, with 2013 as the initial target.

But Nelson Rodriguez, the league?s executive vice president of competition, told me Wednesday night that it won?t happen in 2013.

Further, because Rodriguez believes the league requires six months to implement the new technology, he said MLS probably needs FIFA approval by late this summer or 2014 implementation would be in jeopardy, too.

Rodriguez was in Tucson for the Desert Diamond Cup, a preseason tournament with four MLS clubs.

He said the league has not lost a bit of interest and will be as aggressive as possible, never mind cost that promise to be considerable. The stumbling blocks are mostly procedural and above MLS level. FIFA?s deliberate approach to spreading the technology ? used for the first time last December during the Club World Cup ? is the issue.

Two independent systems have gained official FIFA sanction, one is chip-based and one is camera-based. Both were employed during the high-profile 10-day club tournament in Japan two months ago.

Only two companies are presently authorized to build those systems, Rodriguez explained. Plus, one of two designated FIFA officials must be present at installation for each venue, a fairly cumbersome and time-consuming process to coordinate across such a large country.

And Major League Soccer isn?t the only league interested in the top standard of goal line officiating; It does not sound like Major League Soccer is near the top of FIFA?s list for getting the technology going here.

Considering FIFA?s dawdling and delay in getting the system up and operating, none of this can be considered much of a surprise.

New Mexico gun bill clears House

SANTA FE - A gun bill that was rewritten and then revived after an early setback cleared the New Mexico House of Representatives on Wednesday. It would require people who buy firearms from private dealers at gun shows to undergo background checks. Exceptions would be made for buyers who hold a permit to carry a concealed handgun.

Though debate lasted for three hours, the bill carried with ease, 43-26.

Now House Bill 77 moves to the state Senate. Gov. Susana Martinez has said she would sign the measure if it remained intact.

The sponsor, Rep. Miguel Garcia, D-Albuquerque, said he removed the most objectionable section of his original draft. It would have required background checks in gun sales between family members or friends.

Garcia recast the bill to take away the attempt to regulate personal gun transactions through background checks.

But at gun shows, private sellers would have to request background checks of prospective buyers. The checks would be done by a licensed federal gun dealer.

Garcia said the system would help detect convicted felons, fugitives, users of illegal drugs, perpetrators of domestic violence and others who are prohibited from possessing guns.

Thirty-five of 38 Democrats in the House voted for the bill. Eight Republicans joined them in supporting the measure.

Leading the Republicans who backed the bill was Rep. Nate Gentry of Albuquerque. An early opponent of the measure, Gentry helped Garcia rewrite the bill to the point that he said

it was palatable, though not perfect.

Rep. Bill McCamley, D-Las Cruces, praised their efforts and said the bill would end a contradictory system.

People who buy guns at stores are subject to background checks. Those who bought the same weapon at a gun show could evade a background check if the seller was not a federally licensed firearms dealer.

Heavy opposition to the bill came from Republican Reps. Dennis Roch of Texico and Bill Rehm of Albuquerque.

Rehm even wanted to amend the bill to release information about those in New Mexico's medical marijuana program. He said marijuana is still an illegal drug in the eyes of the federal government, and those using the drug should be flagged on background checks for firearms.

His amendment failed.

Roch, a member of the National Rifle Association, said firearms used in mass murders such as those in a theater in Aurora, Colo., and a school in Newtown, Conn., were not purchased at gun shows.

He sarcastically called for background checks on purchasers of knives or tools that could be used as clubs.

Rep. Brian Egolf had a counter for Roch's arguments.

"Let's focus on the people who will not be murdered because of this," said Egolf, D-Santa Fe.

McCamley, owner of five guns, said said the bill was a step toward fairness and consistency.

"This bill is moderate. It is bipartisan. It is intelligent," he said.

In addition to Gentry, Republicans who voted for the bill were: Reps. Alonzo Baldonado of Los Lunas; Kelly Fajardo of Belen; Jason Harper of Rio Rancho; Terry McMillan of Las Cruces; Paul Pacheco of Albuquerque; Jim White of Albuquerque; and Monica Youngblood of Albuquerque.

OUYA games apps will be free-to-try - Industry - News - HEXUS.net

OUYA CEO Julia Uhrman has again been voicing some disruptive ideas for how the Android based console company will operate within the games industry. Last week we heard that the OUYA console will be updated every year with newer, faster cutting-edge components, yet stay within a certain price bracket, much like how the smartphone industry currently operates. Now the CEO has confirmed that OUYA will impose a free-to-try policy on all its store apps.

Cutting out the copycats

Ms Uhrman said, in an interview with GamesIndustry International that having free-to-try demo version of all the OUYA games will ensure good quality games are developed and cut out a lot of duplicate games from the store. She said the policy ?cleans up the app store? and furthermore ?It removes the confusion between a paid app store and a free app store. We also think it cuts down on the copycat games, where you have games that look like each other and one is paid but the other is free and you don't know what to do?. That sounds good to me.

Will releasing a demo of your game help it sell?

In related news, earlier in the week the CEO of the Puzzle Clubhouse gaming site, Jesse Schell, suggested that releasing a demo of your game will usually result in dramatically lower sales. Speaking at DICE 2013 Schell said ?You mean we spent all this money making a demo and getting it out there, and it cut our sales in half?? He answered his own question; ?Yes, that?s exactly what happened to you.? He went further to explain ?The thing is with no demo, you?ve gotta buy it if you want to try it.? To sell well he suggests making games with no demo available but with a good trailer to show it in the best light.

Nvidia are working closely with OUYA

A report today on the Polygon games news site quotes Nvidia?s senior VP of content and technology Tony Tamasi. He said that Nvidia has a team helping optimise processor performance in the new Android based console. ?We have a dedicated team working with OUYA to ensure that Tegra 3's performance is being maximized. They've been amazing to work with,? said Tamasi. It sounds like the green team are taking this successful Kickstarter project very seriously.

OUYA is taking online pre-orders now for its $99 games console, expected to be available in June. Major retail partners such as Amazon, Best Buy, Target and GameStop in the US will be stocking the console.

American Airlines, US Airways unveil $11 billion merger

(Reuters) - American Airlines and US Airways Group said they plan to merge to form the world's biggest airline with a combined equity value of $11 billion.

The widely expected merger caps a wave of consolidation that has helped put U.S. airlines on more solid financial footing.

The merged airline will be majority owned by creditors, unions and employees of American parent, AMR Corp , which filed for Chapter 11 bankruptcy in November 2011.

The airline ? to carry the American Airlines name ? would be 2 percent larger than current No. 1 United Continental Holdings Inc in traffic, as measured by the number of miles flown by paying passengers worldwide.

"By utilizing American's connecting network with penetration into smaller markets, and global alliance revenues, the new company could more effectively raise revenues and reduce costs, while addressing labor integration and capital problems," Sterne Agee & Leach analyst Jeffrey Kauffman said in a note before the deal was announced on Thursday.

The new American will be based in Dallas-Fort Worth and will be headed by US Airways Chief Executive Doug Parker, who has long advocated industry consolidation. US Airways began its pursuit of a merger in early 2012.

Tom Horton, who became AMR's CEO when it filed for bankruptcy, will serve as chairman through its first annual meeting of shareholders, after which Parker will take over.

Horton's role had been one of the last sticking points for a deal, people familiar with the situation have said, with AMR's board pushing for a bigger role on his behalf.

The merger, subject to approvals from regulators and the U.S. Bankruptcy Court, could help speed up the recovery of the U.S. airline industry as carriers will get more room to boost fares as yet another competitor is eliminated.

Passengers of US Airways and American would gain access to new destinations.

The tie-up is the fourth major merger in the U.S. airline industry since 2008, when Delta Air Lines bought Northwest. United and Continental merged in 2010 and Southwest Airlines bought discount rival AirTran Holdings in 2011.

The new, larger American Airlines would return to the leadership position among U.S. carriers that it ceded in recent years as high labor costs made it difficult to compete with restructured rivals.

The standalone American is currently third in terms of traffic behind United and Delta, both of which used Chapter 11 bankruptcy protection to cut costs and find merger partners.

A combined American-US Airways would have revenue of about $39 billion based on 2012 figures, ahead of United Continental which had revenue of about $37 billion.

DEAL DRIVERS

US Airways stockholders will receive one share of common stock of the combined airline for each US Airways share, the companies said in a statement.

US Airways shareholders will get 28 percent of the equity of the combined airline. The remaining 72 percent will be issuable to stakeholders of AMR and its debtor subsidiaries, American's labor unions and current AMR employees.

"American work groups may be taking a little bit of a pay cut ... (while) US Airways work groups on the other hand will probably get a pay raise," Avondale Partners analyst Fred Lowrance said.

Unions representing the carriers' pilots, flight attendants, and ground service workers said they support the deal, while the machinists union said its renewed contracts must be completed before it supports the merger.

The transaction is expected by the two companies to generate more than $1 billion in annual net synergies in 2015.

The companies said they expect $1.2 billion in one-time transition costs spread over the next three years.

One of the developing world's leading candidates for the pope's successor has declared the Catholic church ready to have its first non-European Pope - and said that he will gladly take on the role "if it's the will of God".

Ghanaian cardinal Peter Turkson, president of the Vatican's pontifical council for justice and peace, said he believed the the churches of Africa and Asia had grown in strength to the extent they had produced "mature clergymen and prelates that are capable of exercising leadership also of this world institution."

"I think in a way the church is always and has forever been ready for a non-European pope," the 64-year-old, a favourite of Benedict XVI, told the Associated Press on Tuesday. He did not think the prospect was "too far away", he added.

Asked about speculation that he could himself emerge from next month's conclave as Benedict's successor, he said: "I've always answered 'if it's the will of God.'"

However, although Turkson is an early favourite of the bookmakers in a very open field of candidates, there are question marks over his credentials, which some Vatican observers say could hold him back. He was forced to apologise last year after screening a YouTube video at a meeting of bishops which made alarmist predictions about the rise of Islam in Europe. It claimed, among other things, that France would be an Islamic republic within 39 years.

Charred human remains found in hunt for ex-cop

Investigators have located charred human remains in the burned out cabin where they believe suspected cop killer and ex-LAPD officer Christopher Dorner was holed up as the structure burned to the ground, police said.

The human remains were found within the debris of the burned cabin and identification will be attempted through forensic means, the San Bernardino County Sheriff-Coroner Department said in a press release early this morning.

Dorner barricaded himself in the cabin in the San Bernardino Mountains near Big Bear Tuesday afternoon after engaging in a gunfight with police, killing one officer and injuring another, the San Bernardino County Sheriff's Department said.

Cindy Bachman, spokeswoman for the San Bernardino County Sheriff's Department, which is the lead agency in the action, said Tuesday night investigators would remain at the site all night.

When Bachman was asked if police thought Dorner was in the burning cabin, she said, "Right? We believe that the person that barricaded himself inside the cabin engaged in gunfire with our deputies and other law enforcement officers is still inside there, even though the building burned."

Bachman spoke shortly after the Los Angeles Police Department denied earlier reports that a body was found in the cabin, contradicting what law enforcement sources told ABC News and other news organizations.

Police around the cabin told ABC News they saw Dorner enter but never leave the building as it was consumed by flames, creating a billowing column of black smoke seen for miles.

A press conference is scheduled for later today in San Bernardino.

One sheriff's deputy was killed in a shootout with Dorner earlier Tuesday afternoon, believed to be his fourth victim after killing a Riverside police officer and two other people this month, including the daughter of a former police captain, and promising to kill many more in an online manifesto.

Cops said they heard a single gunshot go off from inside the cabin just as they began to see smoke and fire. Later they heard the sound of more gunshots, the sound of ammunition being ignited by the heat of the blaze, law enforcement officials said.

Police did not enter the building, but exchanged fire with Dorner and shot tear gas into the building.

One of the largest dragnets in recent history, which led police to follow clues across the West and into Mexico, apparently ended just miles from where Dorner's trail went cold last week.

Sources tell ABC News it all began at 12:20 p.m. PT Tuesday, when a maid working at a local resort called 911, saying she and another worker had been tied up and held hostage by Dorner in a cabin.

The maid told police she was able to escape, but Dorner had stolen one of their cars, which was identified as a purple Nissan.

San Bernardino Sheriff's Office and state Fish and Game officers spotted the stolen vehicle and engaged in a shootout with Dorner.

Officials say Dorner crashed the stolen vehicle and fled on foot only to commandeer Rick Heltebrake's white pick-up truck on a nearby road a short time later.

"[Dorner] said, 'I don't want to hurt you, just get out and start walking up the road and take your dog with you.' He was calm. I was calm. I would say I was in fear for my life, there was no panic, he told me what to do and I did it," Heltebrake said.

"He was dressed in all camouflage, had a big assault sniper-type rifle. He had a vest on like a ballistic vest," Heltebrake added.

Ten seconds later, Heltebrake said, a "volume of gunfire" could be heard.

Sources tell ABC News the gunfire was from Dorner who exchanged fire with two deputies.

The two deputies were wounded in the firefight and airlifted to a nearby hospital, where one died, police said. The second deputy was in surgery and was expected to survive, police said.

Police sealed all the roads into the area, preventing cars from entering the area and searching all of those on the way out. All schools were briefly placed on lockdown.

Believing that Dorner might have been watching reports of the standoff, authorities asked media not to broadcast images of police surrounding the cabin, but sent him a message.

"If he's watching this, the message ... is: Enough is enough. It's time to turn yourself in. It's time to stop the bloodshed. It's time to let this event and let this incident be over," said Los Angeles Police Department spokesman Andy Smith, told reporters at a press conference Tuesday.

Smoke began billowing into the air by 2 p.m. and was shortly followed by flames. Authorities have not said how the fire started.

Dorner is accused of killing Riverside police officer Michael Crain, who was gunned down in an ambush last Thursday.

Dorner is also suspected of killing Monica Quan and her fiance, who were found shot to death Feb. 3. Quan was the daughter of former LAPD Capt. Randal Quan, who was mentioned as a target of Dorner's fury in his so-called "manifesto," which he posted on his Facebook page.

In the 6,000 word "manifesto," Dorner outlined his anger at the Los Angeles Police Department for firing him, and made threats against individuals he believed were responsible for ending his career with the police force five years ago.

Dorner's grievance with police goes back five years, to when he was fired after filing what the LAPD determined to be a false report accusing other cops of brutality.

The LAPD assigned 50 protection details to guard officers and their families who were deemed possible targets.

For those who may have missed it, Riverside Icetown?s Richard Dornbush (above) finished fifth at last week?s Four Continents international event in Osaka, Japan, after placing third in the short program. U.S. national champion Max Aaron was fourth overall in an event won in an upset by Canada?s Kevin Reynolds.

What Dornbush had to say about it, according to the U.S. Skating quote sheet:

?I was happy with it. I didn?t fall at all, which is always a plus. There were a few mistakes there that really dragged down my score but I?m happy overall.

(AP) ? On the 14th day of each month, Jesus Garcia joins other relatives to hoist a cardboard coffin and carry it in a macabre procession down a road to the prison where two cousins died with 360 other inmates in the worst prison fire in at least a century.

It's their way to demand justice in the deaths of Antonio and Franklin Garcia, who were among many left locked in their cells as fire raced through the wooden barracks on Feb. 14 last year, and the handful of guards on duty ran for their lives.

"We go to the jail, in a symbolic procession with a casket, to ask for justice, but we get no answers," Garcia said. "We go to the minister of human rights and she passes it along to the president and he passes it along to the first lady, but then nothing gets done."

A year after the fire in Comayagua, about 60 miles (100 kilometers) from Tegucigalpa, the investigation remains open and prosecutors have filed no charges. The burned cells and electrical system are still being repaired.

While the government created a new agency told to replace the police in the prisons with specially trained guards, social workers and doctors, the three-person commission that started working last week was given no budget and has no office, according to its director, Agusto Avila.

Even the inmate who was the hero of the fire, finding keys and freeing hundreds of men, was never pardoned as President Porfirio Lobo had promised. Honduran law forbids commuting a murder sentence, so Marco Antonio Bonilla is still serving his time, working in the prison infirmary, where he was awakened that night by the screams of inmates as they were devoured by flames.

"There was no mechanism to extinguish fires, no evacuation plan. The firefighters were not allowed to get there quickly and the guards, instead of acting appropriately, only fired shots in the air, supposedly because that is the established procedure in case of escapes," said government human rights prosecutor German Enamorado, who led the investigation for the Attorney General's Office.

Garcia is in a position to know it can happen again. Besides being a relative of the dead, he is the warden of the Juticalpa prison northeast of the capital in rural Olancho state. A fire today in the Juticalpa facility of 500 inmates could cause similar devastation because it doesn't have running water to fight a blaze, despite the fact it is one of the country's modern facilities, built in 2007.

Human rights monitors have long criticized Honduras' prison system. Most of the 11,000 inmates in the country's 24 prisons have not yet been found guilty. More than half of the 800 prisoners in Comayagua at the time of the fire were still awaiting trial, according to a Honduran government report sent to the United Nations a year ago.

The Office of Human Rights' investigation into the disaster found "no evidence of criminality in the origin of the fire," Enamorado said.

It began with "a flame in one of the cells that spread in a few minutes," Enamorado said, referring to a report by the Office of Alcohol, Tobacco, Firearms and Explosives, whose agents investigated the cause. "But there was negligence on the part of authorities in charge of prison security, whose actions could have avoided a death toll of this magnitude."

Despite that finding, the Attorney General's Office is keeping the case open for lack of evidence, he said, awaiting details including autopsy results, the exact number of inmates in the facility that day, whether there was an evacuation plan and the material of the mattresses that burned.

Three of the 362 victims still have yet to be identified; one as never claimed by relatives and two were burned beyond recognition.

The Legal Forensics Department and the Attorney General's Office didn't respond to interview requests to explain the delay.

Relatives of those who died say the government is just trying to avoid blame. "There's a policy on the part of the attorney general to conduct investigations in an obstructive manner in cases of human rights violations with an objective to keep the responsibility from falling on the state," said Joaquin Mejia, attorney for the Committee of Relatives of the Victims of Comayagua.

And Honduras' permanent state of fiscal, political and judicial crisis leaves few resources for improving prisons.

The national budget allocated around $15 million to the prison system for 2013. About 85 percent goes to pay salaries for prison officials and guards, according to the Security Department.

Honduran prisons receive the rest of their funding from taxes that inmates pay from the work they do inside. At Comayagua, prisoners grew corn and beans and raised fish and chicken on the 36 acres of farmland surrounding the facility.

Dani Rodriguez, a police inspector, was named director of Comayagua prison on Feb. 15, a day after the fire. He has not been able to change much.

"The state transferred 180,000 lempiras ($9,000), and by selling some of the scrap metal after the fire we got 32,000 lempiras ($1,500), and the TV show they did for our benefit left us with a huge plastic check which they used for the photo, but we haven't received the money yet," Rodriguez said.

As in all Honduran prisons, Rodriguez supplements scant government funds with the taxes he collects from inmates, who run their own businesses from inside. With his inmate population down by half after the fire, so is his budget, about $1,000 for food and maintenance.

Garcia knows the difficulties from running the Juticalpa prison.

"We receive water for a couple of hours a day thanks to a neighbor who lets us connect to his tank, but the water is not always clean. Sometimes a fire truck will supply some water as a donation from the mayor's office," said Gonzalo de Jesus, the prison administrator who works with Garcia.

Roberto Urquia, who works in the Juticalpa prison infirmary, brings his own water and boils it to make is safe.

"About 25 percent of the inmates have chronic gastrointestinal problems," he said.

On January 16, Honduras' Congress approved building a new prison at Comayagua with $60 million borrowed from a local bank.

"They had the ability to do such business while the inmates have no water or medication," said Odalis Najera, commissioner for the National Office to Prevent Torture, an organization created by the U.N. to monitor Honduran prisons. "The situation that each and every one of them is living is equivalent to torture."
